General Manager Written Announcements January 13, 2022 Special Board Meeting Agenda Packet- Page 222 of 260 Page 2 of 3 Attachment 1 Board Meeting of January 13, 2022 General Manager Written Announcements NATURAL GAS PURCHASE 1) Agreement to Purchase Natural Gas On December 2, 2021, the Board of Directors authorized the General Manager to agree to purchase natural gas (NG) through 2024 with a $7.00 per dekatherm limit. Staff has agreed to purchase 333 dekatherms per day at $5.36 per dekatherm for the period of January to March of 2022. FINANCE 2) COVID-19 Cost Reimbursement Funding Approval On December 16, 2021, Central San was notified by Contra Costa County and the California Special Districts Association (CSDA) that its application for funding from the COVID-19 Independent Special District Relief Fund was approved in the amount of $996,117. The COVID-19 Independent Special District Relief Fund was a $100 million fund established by the State from general fund revenues to reimburse special districts for eligible COVID-19 related costs and revenue losses. Central San submitted an application for $2,798,700 by the application deadline of October 15, 2021, with the application amount consisting of labor and non-labor COVID-19 impact costs, which were separately accounted for by Central San. No revenue loss was calculated by Central San based on the required definition, due to the fact that (1) revenues were defined as agency-wide revenues, and not selected line items; (2) FY 2020-21 revenues as recognized by Central San did not yet include calendar year 2020 water consumption, which, while lower for commercial customers, was billed in the subsequent fiscal year. The funding amount of$996,117 was less than the application amount because the $100 million fund was limited and was not sufficient to cover all claims in full, but the amount allocated to each special district represented a proportionate ratio of claims submitted divided by funds available. Funds will be disbursed by January 15, 2022. Central San has also been accounting for COVID-19 related costs that will also be submitted as a Federal Emergency Management Agency (FEMA) claim when the end of the emergency period is declared by FEMA. This claim amount, expected to be on the order of the low several hundred thousand dollar range, will provide additional recovery of COVID related costs. January 13, 2022 Special Board Meeting Agenda Packet- Page 223 of 260 Page 3 of 3 Written Announcements January 13, 2022 Page 2 of 2 HEALTH AND WELLNESS 3) 2022 Health & Wellness Expo The 2022 Health & Wellness Expo will be held at the following locations and times: Multipurpose Room — Martinez Campus Tuesday, January 25 — 7:00 to 10:00 a.m. Wednesday, January 26 — 7:00 to 10:00 a.m. Collection System Operations Lunchroom —Walnut Creek Campus Tuesday, February 8 — 12:30 to 3:00 p.m. Events include cholesterol and glucose screening, body fat screening, blood pressure screening, online questionnaire, and overall health risk appraisal. Only Board Members and employees are eligible to participate. There is no charge, but appointments are necessary. The link for appointments will be sent to all District Staff.
