Bailey General Manager ISSUE The Board of Directors (Board) is requested to support in concept this legislative initiative. BACKGROUND The Water Design-Build Council (https://waterdesignbuild.com/) is requesting Central San's support in concept of their proposed sponsored 2022 legislation to provide agencies that store, treat, or convey water broad authority to use collaborative delivery methods. The Board will be briefed once the language of the legislation has been prepared. As of January 1, 2022, the Water Design-Build Council changed its name to the Water Collaborative Delivery Association. January 13, 2022 Special Board Meeting Agenda Packet- Page 52 of 260 Page 2 of 2 ALTERNATIVES/CONSIDERATIONS The Board could decide not to support this initiative. This is not recommended as staff would like to have this option to deliver large, complex projects in the future. FINANCIAL IMPACTS None. COMMITTEE RECOMMENDATION Staff provided a verbal update at the December 14, 2021 Administration Committee meeting. The Committee's recommendation was to support the legislation in concept. RECOMMENDED BOARD ACTION Support in concept the Water Collaborative Delivery Association's (formerly Water Design-Build Council) proposed 2022 legislation to provide agencies that store, treat, or convey water broad authority to use collaborative delivery methods.
