The Board of Supervisors ®f (Handout) Contra Costa County, California In the matter of Recognizing the 75th Anniversary of Central Contra Costa Resolution No. 2021/224 Sanitary District(Central San) WHEREAS,Central San was created on July 15, 1946,following a public vote and a resolution of the Contra Costa County Board of Supervisors;and WHEREAS,prior to the founding of Central San,most of central county depended on septic systems that were often inefficient due to the area's heavy clay soil,leading to overflowing septic tanks and the threat of waterborne diseases like typhoid;and WHEREAS,for 75 years Central San has been working to protect public health and the environment,and today collects and cleans more than 13 billion gallons of wastewater every year;and WHEREAS,over the years,Central San has grown along with the communities it serves,from its original service area population of just 15,000 people,to serving nearly half a million residents and more than 3,000 businesses in central Contra Costa County;and WHEREAS,Central San maintains more than 1,500 miles of neighborhood sewer pipes, 18 pumping stations,and a regional wastewater treatment plant,all of which it operates around the clock 365 days a year,providing safe and reliable service for customers;and WHEREAS,in addition to wastewater treatment,Central San provides other services to our community,including producing more than 500 million gallons of recycled water every year for landscape irrigation and industrial use,helping to save precious local drinking water supplies;and WHEREAS,Central San's Household Hazardous Waste Collection Facility has collected more than 45 million pounds of hazardous waste since it opened in 1997,helping keep pollutants out of our sewers,storm drains,and landfills;and WHEREAS,Central San provides hands-on science education for 6,000 local students ever year,helping to inspire the next generation of environmental stewards;and WHEREAS,Central San has long been a leader and innovator among clean water utilities,helping to pioneer such innovations as ultraviolet light wastewater disinfection,overflow protection devices,television pipeline inspection,and trenchless sewer construction,and by 1978 operating one of the world's first computer-controlled wastewater treatment plants;and WHEREAS,Central San has a proven record of excellence,achieving more than two decades of 100%compliance with its National Pollutant Discharge Elimination System Permit and qualifying for its 23rd consecutive Peak Performance Platinum Award—the longest successful streak of any wastewater agency in California and among the top 10 in the nation;and WHEREAS,as an independent special district,Central San was created by and for the people and is overseen by a publicly elected Board of Directors,who over the years have demonstrated their conunitment to sound fiscal management,transparency,and good governance;and WHEREAS,safe,reliable,and resilient wastewater systems are critical to our health,economy,and quality of life in Contra Costa County. NOW,THEREFORE,BE IT RESOLVED that the Contra Costa County Board of Supervisors congratulates Central San on its 75th Anniversary and thanks Central San employees and retirees for their years of essential service to our community.
