Exchanging Divisions 4 and 5 from the tan map into the purple map increases Asian CVAP from 42% to 47%, which provides better protection against a Section 2 violation, especially as eligible Asian population is likely to increase annually. 1-680 is a recognizable barrier. East San Ramon & Norris Canyon are distinct communities of interest. Moving this area does not bypass nearby populations, so there is no clear diminution of compactness, which is also a lesser value than providing an effective Asian division. 10010(b) and equity would give preference for sequencing the Asian division and Lamorinda open seat in the next election. My speech/comment is about an item on the Agenda.
