DCENTRALSAN MEETING DATE: DECEMBER 7, 2021 BOARD OF DIRECTORS POSITION PAPER DRAFT SUBJECT: REVIEW DRAFT POSITION PAPER TO APPROVE THE PROPOSED SALARY INCREASE OF 7.5 PERCENT FOR THE HOUSEHOLD HAZARDOUS WASTE (HHW) TECHNICIAN I CLASSIFICATION, AND 12.6 PERCENT FOR THE HHW TECHNICIAN 11 AND SENIOR HHW TECHNICIAN CLASSIFICATIONS SUBMITTED BY: INITIATING DEPARTMENT: TEJI O'MALLEY, HUMAN RESOURCES AND OFFICE OF THE GENERAL MANAGER - ORGANIZATIONAL DEVELOPMENT HUMAN RESOURCES MANAGER ISSUE Board approval is required for salary adjustments. BACKGROUND Human Resources recently conducted a review of the salaries for the Household Hazardous Waste Technician series. This review solely focused on whether or not these classifications were appropriately compensated compared to others with similar levels of responsibilities. Staff conducted a salary study on the classifications in the series to see how they compared to other classifications, both externally and internally. The external salary survey consisted of various agencies including, cities, counties, and special districts. Of these agencies, only one, Delta Diablo, had comparable positions. In summary, Central San's salary at all levels in the series, is below that of Delta Diablo. The details of the study are reflected in Attachment 1. In addition to the external survey and to ensure internal parity, staff also examined salaries of comparable internal classifications. The classifications of Utility Worker and the Maintenance Crew Member series were identified as being similar in terms of organizational level, the complexity of the duties being performed, and the level of education and experience needed to perform the job. The proposed adjustments will increase the salary ranges of the HHW classification series to the same level as the Utility Worker/Maintenance Crew Member series as well as make the classifications more competitive in the external market. FINANCIAL IMPACTS If approved, the annual cost would be $53,864 and is summarized in Attachment 2. COMMITTEE RECOMMENDATION The Administration Committee reviewed this matter at it December 7, 2021 meeting and recommended RECOMMENDED BOARD ACTION Approve the recommended 7.5 percent salary increase for the classification of HHW Technician I and a 12.6 percent increase for the classifications of HHW Technician I I and Senior HHW Technician.
