ISSUE
Authorization from the Board of Directors (Board) is required to execute a property purchase agreement. A
resolution of the Board is required to accept Grant Deeds and Grant of Easements and record the
documents.
BACKGROUND
The Maltby Pump Station was built in 1969 and needs to be replaced with a new pump station. The new
pump station will include a new flood wall around the property. To construct the new pump station and flood
wall, additional property rights are required from the adjacent property owners.

These property rights include an 8,422 square foot Fee Parcel acquisition and a 1,655 square foot Sewer
Easement acquisition from a private property owner; and a 3,218 square foot Temporary Construction
Easement from the Flood Control District.
ALTERNATIVES/CONSIDERATIONS
The Board could decline to accept the Grant Deed and Grant of Easement. This alternative is not
recommended since Central San would not have the land rights necessary to construct the improvements
to the Maltby Pump Station.
FINANCIAL IMPACTS
The purchase price for the property rights from the adjacent property owner is $80,000 and is based on an
accredited appraiser's evaluation. This is included in the budget for District Project 8457, Pump Station
Upgrades-Phase 2.
COMMITTEE RECOMMENDATION
The Real Estate, Environmental and Planning Committee reviewed this matter at its meeting on October
25, 2021 and recommended approval.
RECOMMENDED BOARD ACTION
Staff recommends the following Board actions:
1. Authorize the Board President to execute the property purchase agreement, once the General
Manager is satisfied with the documents; and
2. Adopt the proposed resolution accepting the executed Grant Deed and Grant of Easement and
authorizing staff to record documents with the Contra Costa County Recorder.

ACCEPTING GRANT DEED AND GRANT OF EASEMENT RELATED TO THE
PUMP STATIONS, PHASE 2, DISTRICT PROJECT 8457
BE IT RESOLVED by the Board of Directors of Central Contra Costa Sanitary District
(Central San) as follows:
THAT Central San hereby accepts the Grant Deed and Grant of Easement Deed for the
Pump Stations, Phase 2, from the following property owners:
Rethink Green USA, LLC 0 Waterbird Way, Martinez (APN: 380-030-034)
THAT staff is authorized to record said document in the Contra Costa County Recorder.
