This meeting was held in the specified meeting room with a virtual participation option
pursuant to Central San Resolution 2021-052. The resolution made findings with the
Governor's Emergency Declaration and County Health Services recommendations related
to the ongoing COVID-19 pandemic, and the provisions provided under Assembly Bill 361,
effective October 1, 2021. Board Members participated via videoconference. The agenda
provided options in which members of the public could participate in the meeting.
ROLL CALL
A special meeting of the Board of Directors was called to order by President Pilecki at
7:00 p.m. Secretary of the District Katie Young called roll:

PUBLIC HEARING NO. 2
Hold public hearing to receive input from the community regarding the redistricting of
Director Divisions for conducting elections, based on recently completed 2020
Census data, as required and pursuant to Elections Code Section 10010; receive
update on redistricting criteria and draft division -based boundary maps by consultants
(Presentation by Robert McEntire of National Demographics Corporation)

Special Counsel Marguerite Leoni of Nielsen Merksamer introduced the item and
provided a historical timeline and the direction the Board provided the demographer
in order to develop alternative maps presented at this meeting. She noted there had
been an imbalance in the division demographics in two areas, Divisions 4 and 5
Robert McEntire of National Demographics Corporation (NDC) reviewed the three
proposed maps provided in the agenda materials that all meet legal requirements.
He reiterated that the majority of the movement, due to the 2020 Census, occurred
in Divisions 4 and 5. All three maps maintained a relatively strong voting population
of Asian Americans in the San Ramon vicinity.
Green Map
Mr. McEntire stated that the Green map focused on balancing the population
between Divisions 4 and 5 with a line shift in Division 4 to address the population
disparity, a minor change in demographics resulted.
Orange Map
This map more closely followed the San Ramon city boundary. The
Camino/Tassajara area is represented in Division 4 in this scenario. Division 5 in this
map is underpopulated by 2,400 people but stays below the 10% level of population.
The Asian American voting population in Division 5 is 44%.
Tan Map
The Tan map moved areas on the west side of the freeway to Division 4, and the
Tassajara area to Divisions 5.
President Pilecki requested the shading of the Divisions be more prominent/clearer
at the next meeting.
Mr. McEntire advised that the Orange map best represents the Board direction
provided at the last meeting and kept the maintenance of community and city
boundaries whole.
There was discussion about the population deviation. Mr. McEntire stated that all
three maps met the deviation requirement of less than 10%.
In response to a question posed by Member McGill of the use of citizen voting age
population versus voter registration or turnout, Mr. McEntire advised that the citizen
voting age population is considered a group's ability to impact the outcome of an
election. The total population needs to be balanced, but citizen voting age population
represents the ability to impact a person of their choosing. Ms. Leoni further clarified
that the voting act compliance is assessed based on one factor — eligible voters.
Eligible voters are citizens of voting age. The demographer must work within the
federal law, looking at eligibility and effectiveness of registration.
Member Lauritzen opined the Tan map provides the benefit of keeping the Asian
American population together and a low deviation. She stated the Orange map
follows city boundaries closely and found that the Green map had no real division
benefit.

Member McGill inquired about the Rossmoor area and the reason to separate from
Walnut Creek and opined that it should be kept together. He provided suggestions to
the demographer of certain areas that could be potentially moved, such as the
Saranap area, to help with population figures. He requested another map be
provided with this information for the Board's consideration.
President Pilecki opened the public hearing at 7:36 p.m.
Ms. Young announced that there were four maps submitted after the October 18
deadline, and noted the draft maps had not been vetted through legal counsel or the
demographer. She proceeded to read a comment received from resident
Carolyn Phinney regarding a desire to keep the Rossmoor community in the Walnut
Creek division.
Dr. Scott Rafferty, Walnut Creek resident, provided his views on several of the draft
maps. On one hand he agreed with Member McGill regarding Rossmoor staying with
Walnut Creek, but was conflicted about a population imbalance. He discussed other
possible areas that may be shifted for balance. Dr. Rafferty stated that all of the
maps are reasonable under the circumstances and opined the Board had done its
due diligence.
Members Lauritzen and McGill thanked Mr. Rafferty and Ms. Phinney for their public
participation.
District Counsel Kenton Alm stated the Acalanes Ridge portion is within two city
limits and some of the Acalanes Ridge residents attend school in the Walnut Creek
district.
Hearing no further public comments, President Pilecki closed the public hearing at
7.47 p.m.
The Board discussed all three maps presented.
Member Lauritzen was prepared to reject the Green map.
Member Hockett stated preference for the Orange map.
Member McGill requested a map with Rossmoor included with Walnut Creek with a
shift of certain areas, and rejected the Tan map. Member Lauritzen agreed with
Member McGill and would also like to see a map with Rossmoor and Walnut Creek
together.
President Pilecki was in favor of the Tan and Orange maps, rejecting the Green map
and also bringing forth a new map with the suggested changes to Rossmoor.
Discussion ensued regarding the timing of the Board meetings and conducting
another public hearing.

The following direction was provided to the demographer and staff.
1. Configure a new map with Rossmoor included with Walnut Creek.
2. Bring back the Tan and Orange maps for further discussion.
3. Delay adoption of a final map on November 4 and instead hold a third public
hearing at the regularly scheduled Board meeting on Thursday, November 18 to
review all three maps. Due to schedule constraints of those presenting, the public
hearing portion would be heard at 4:30 p.m.
4. Adopt a final map at the regularly scheduled Board meeting on Thursday,
December 2.
BOARD ACTION: Conducted a public hearing, received the proposed maps,
and provided direction to the demographer and staff.
