DEVELOPMENT SERVICES
1) Annual Notices Sent to Reimbursement Account Holders
Central San provides a reimbursement program so that costs of mainline sewer extensions
paid for by one or more property owners can be shared among all benefitting property
owners who connect directly to the project sewer. Each year, in accordance with District
Code, annual notices are mailed to the holders of reimbursement accounts (installers). This
year, a total of 71 annual notices were mailed on October 15, 2021.
Installers were reminded of the need to keep Central San informed of any change of
address. Installers were asked to update their information and return the notice to Central
San in the prepaid envelopes provided. Having current address information will enable staff
to notify Installers when reimbursement fees are collected on their behalf. Installers were
also informed of the expiration dates of their accounts. Staff will continue to make
reasonable efforts to locate installers for whom we do not have current contact information.
DIVISION-BASED ELECTIONS
2) Central San to Conduct Additional Public Hearing regarding the Redistricting of
Director Divisions
Central San is in the process of reviewing and adjusting the boundaries as required with the
latest 2020 Census data. Two public hearings were held thus far; October 4 and October 25.
At the October 25 public hearing, three maps were reviewed for consideration and comment.
The demographer was provided comments and a third public hearing was scheduled to
continue boundary map reviews and provide interested parties further opportunity to comment.
The next public hearing will be held during the regularly scheduled Board Meeting at 2:30 p.m.
in the Multi-Purpose Room at Central San, 5019 Imhoff Place in Martinez on:

Members of the public have various ways to participate and/or provide comment:
1. Send an email before or during the meeting to the Secretary of the District, at
sod@centralsan.org.
2. Attend the meeting in person in Central San's Multi-Purpose Room; face coverings
are required.
3. Observe the meeting online as all meetings will be livestreamed at centralsan.org.
The livestream does not offer the option to comment. To make comment during the
livestream, Options 1 or 4.a. are recommended.
4. Join the meeting online. A request to join the meeting as a virtual participant should
be directed the Secretary of the District at sod@centralsan.org to receive the virtual
meeting link.

EMERGENCY RESPONSE TO STORM EVENT
3) Efficient and Prompt Staff Response at Pumping Stations due to Recent Storm
Event
On Sunday October 24, 2021, the Bay Area received a torrential rain event. This was the
fourth largest storm in recorded history dating back to the Gold Rush days.
Central San staff from Operations, Collection System, and Engineering, as well as
contractor personnel, responded to numerous pumping station emergencies. This included
Central San's two largest pumping stations, Orinda Crossroads (located at Theatre Square)
and Moraga. Ironically, both Pumping Stations (PS) are currently going through major
renovations to improve capacity and reliability.
Due to the record rainfall, the Orinda and Moraga PS had to handle peak flows of up to
16 MGD (million gallons per day). The magnitude of the peak flows is comparable to the
total flow typically received by the wastewater treatment plant from all sources during low
flow conditions. Prior to the storm, both stations were receiving flows under 1 .5 MGD. Just
as this peak flow reached the Orinda Crossroads PS it lost PG&E power, which has not
occurred during a heavy rain event in over twenty years. Immediately, the temporary backup
systems responded and within two hours started to be overwhelmed while the collection
system and wet-well levels rose to near overflow elevations.
However, the District team battled for over six hours during the peak of the storm to engage
all measures to prevent a major overflow to the nearby reservoir. Such measures included
emergency operation of the portable diesel-powered pump, and creating a "bucket brigade"

using several large vacuum trucks to take turns pumping down the wet-well and transporting
storm water and sewage out of the pumped area and back into the gravity collection system.
Finally, the response team rented an additional 200 kva portable generator that was quickly
set up and they re-wired the station. This added generator allowed staff to run an additional
pump and increased pumping capacity to adequately handle the peak flow and returned the
station back to normal levels hours before PG&E power was restored. Throughout the night,
staff worked to restore all systems, including automated controls and instrumentation.
Unfortunately, approximately 2,500 gallons left the collection system or overflowed. Due to
the efforts by the District team, the overflow was limited to 38 minutes. Fortunately, no
damage to private or public property occurred during the overflow.
During the event, staff kept all interested and impacted parties updated, including East Bay
Municipal Utility District (EBMUD) and PG&E.
Repairs are on-going and the construction team at Orinda and Moraga PS are working
expediently to complete the project. The efforts, response, and hard work by the Central San
team during this event to prevent a major sewage overflow was exceptional and
commendable.
Seven other pumping stations, including Lower Orinda and the three Martinez stations, also
lost PG&E power during the storm. All affected pump stations had standby backup power
sources. Considering Orinda Crossroads and Moraga PS, and the seven other locations,
power outages occurred at almost half of the District's pumping stations ranging from
30 minutes to six hours. Operations responded to each station and verified that all
emergency backup systems responded with no incidents to report.
ENERGY CONSUMPTION
4) Third Quarter Update on Central San's Energy Usage
Central San actively tracks greenhouse (GHG) emissions to optimize the use of energy at
its facilities in the most cost-effective and environmentally responsible manner. The
attached energy dashboard contains a breakdown of Central San's energy usage for the
month of September 2021 along with a comparison of the energy used during the third
quarter of the calendar year. The chart shows the cost breakdown of Pacific Gas and
Electric (PG&E) and Marin Clean Energy (MCE) electricity.
