DRAFT DIVISION-BASED BOUNDARY MAPS BY CONSULTANTS
Background
This is the second of two public hearings to receive input regarding the redistricting of electoral division-
based boundaries as part of the process to transition to a division-based election system, effective with the
2022 election cycle.
The first public hearing to discuss the redistricting of the maps based on the 2020 Census data was held
on October 4, 2021.

Based on the 2020 Census data, three draft maps have been created for review and discussion, attached
and identified as Green, Orange, and Tan (listed alphabetically, not by preference).
There is an interactive map available on Central San's website for any resident interested in drawing a
proposed map for consideration.

Any map suggestions should be emailed to the Secretary of the District at sod@centralsan.org.
Adoption of the final division-based map is scheduled for the next regularly scheduled Board meeting at
2:30 p.m. on November 4, 2021.

The Central Contra Costa Sanitary District (Central San) is currently holding a series of public
hearings on Board division redistricting. We welcome your input and would be grateful if you
also would share this information with the Board of Supervisors.
In November 2020, Central San transitioned from an at-large to a division-based election
system, beginning with the 2022 election cycle. Following a series of five public hearings last
fall, the Board of Directors adopted a preliminary division map and election sequence. With the
2020 Census now complete, we will review and update the division boundaries based on the
latest population data, as required by state law.
We invite all interested parties to submit maps for consideration, provide public comments, and
join us (in person or virtually) for an upcoming public hearing:
• Monday, October 25, 2021, at 7:00 p.m.
• Tuesday, October 26, 2021, at 7:00 p.m. (tentative)
Meetings will be held in the Central San Multi-Purpose Room at 5019 Imhoff Place in Martinez
with a virtual participation option and livestreamed on our website.
A District mapping tool, along with more information about the redistricting process and ways to

Central San Holding Public Hearings on Board Division
Redistricting
MARTINEZ—The Central Contra Costa Sanitary District (Central San) is holding a series of public
hearings on Board division redistricting and welcomes all interested persons to participate.
In November 2020, Central San transitioned from an at-large to a division-based election
system, beginning with the 2022 election cycle. Following a series of five public hearings last
fall, Central San's Board of Directors adopted a preliminary division map and election sequence.
With the 2020 Census now complete, Central San will review the boundaries and reshape the
division map based on the latest population data, as required by state law.
Redistricting determines which neighborhoods or communities are grouped together into a
division for the purposes of electing a Board member and ensures that each Board member
represents about the same number of constituents. Central San encourages all residents and
stakeholders to participate in the redistricting process.
How to Participate
Constituents are welcome to submit proposed maps for consideration using the Districtr
mapping tool available at centralsan.org/elections.
All are also invited to participate in upcoming public hearings to be held in the Central San
Multi-Purpose Room at 5019 Imhoff Place in Martinez:
• Monday, October 25, 2021, at 7:00 p.m.
• Tuesday, October 26, 2021, at 7:00 p.m. (tentative)
Members of the public wishing to participate and/or provide comment may do any of the
following:
• Send an email before or during the meeting to the Secretary of the District at
sod@centralsan.org. Any comments will be read aloud during the meeting.

• Attend the meeting in person. (Face coverings are required.)
• Join the meeting online by contacting the Secretary of the District at
sod@centralsan.org. To provide verbal or written comments as a virtual participant,

before or during the meeting. Speaker cards help ensure an orderly process so that
everyone has the opportunity to speak.

About Central San
Central San's mission is to protect public health and the environment through safe and effective
wastewater collection, cleaning, and disposal. It also operates a household hazardous waste
collection facility, provides recycled water for landscape irrigation, and promotes pollution
prevention through various educational, informational, and inspection programs. Central San
serves nearly 500,000 residents and more than 3,000 businesses over 146 square miles in the
central Contra Costa County area. It is operated by over 280 employees and a five-member
elected Board of Directors.
