BAILEY, GENERAL MANAGER SUBJECT: RECEIVE WRITTEN REPORT ON THE MOST RECENT MEETINGS OF THE BAYAREA CLEAN WATER AGENCIES (BACWA) BACWA Meetings and Upcoming Events: • Last BACWA Executive Board Meeting: September 17, 2021 • Next BACWA Executive Board Meeting: November 19, 2021 • Annual 2-day Board planning meeting with Regional Water Quality Control Board (Regional Water Board): October 28-29, 2021 Key Discussions: Nutrients: The BACWA Board received an update on the Fiscal Year (FY) 2021 Science Program Overview and recent work products from Dr. David Senn of the San Francisco Estuary Institute (SFEI) on source apportionment. The goal of the source apportionment work is to subdivide the Bay into a scientifically defensible yet practical number of regions that can be used for management. The results indicate there are multiple regions within the Bay that showfairly distinct nutrient source signatures but not enough information to make recommendations on regions at this time. Dr. Senn gave an update on the modeling and monitoring work and noted most of the field work for FY 2021 was completed as planned. Some modeling and synthesis work was deferred. I n terms of regulatory planning for BACWA, BACWA will hold another internal nutrient strategy team meeting to discuss the key tenets of the next watershed permit on October 13, 2021. BACWA will also engage in strategic conversations with the Regional Water Board at the end of October. Board members also discussed the future of the Nutrient Surcharge Allocation. During the first watershed, permit fees were equally divided among BACWA membership tiers. For the current permit, the Board had voted to allocate permit fees based on nutrient loads. It appears the latter will occur for the duration of this permit term. Chlorine Basin Plan Amendment: The Chlorine Residual Blanket Permit Amendment adoption is on consent on the Regional Water Board's agenda for October 21, 2021. The BACWA Regulatory Program Manager will do outreach with the Lab and Permit Committees to share the changes in reporting requirements. October 25, 2021 REEP Committee Meeting Agenda Packet - Page 30 of 33 Page 2 of 2 Bruce Wolfe Scholarship Fund: The East Bay Dischargers Authority (EBDA) is going to set up a scholarship via the California Association of Sanitation Agencies' education foundation in memory of Bruce Wolfe, the retired San Francisco Bay Regional Water Board Executive Officer who passed away in February 2020. The proposed funding model is $4,000 from BACWA and $1,000 from the EBDA, for a total of $5,000 each year for 5 years. The BACWA Board supported this proposal. Per- and Polyfluoroalkyl Substances (PFAS): Phase I I scope of work discussions continue for the regional PFAS study. Once the scope is developed, it will be brought to the BACWA Board, and Lori Schectel will provide an update at that time.
