SUBJECT: RECEIVE UPDATE ON LAMORINDA RECYCLED WATER PROJECT
(SHELL PIPELINE)
In 1994, Central San purchased approximately 83,000 feet of an abandoned Shell pipeline for one dollar,
with the vision of using it to distribute recycled water to the Lamorinda area. See Attachment 1 for a map
that shows the pipeline's general alignment through Central San's service area. The Shell pipeline was
originally constructed in 1967 to convey petroleum products to the Oakland area from local refineries. It is
a 10-inch diameter welded steel pipeline that runs from near the Shell refinery in Martinez to the Oakland
Airport. Central San's ownership extends from Alhambra Way in Martinez to Skyline Boulevard at the
Alameda County line. The majority of the pipeline, about 65,000 feet, is in the East Bay Municipal Utility
District (EBMUD) water service area; the remainder is in the Contra Costa Water District (CCWD) or City
of Martinez service area.
In 1996, a number of technical memorandums were completed for Central San and EBMUD, which
contemplated recycled water service to more than 300 potential customers in the vicinity of the Shell
pipeline, including the golf courses at Rossmoor and Moraga Country Club, and future golf courses
planned for the proposed Gateway and Palos Colorados developments. Shortly thereafter, EBMUD
initiated environmental review on the project and circulated the appropriate California Environmental Quality
Act (CEQA) documentation for public review of a Lamorinda Recycled Water project. As a result of public
opposition (essentially, a group of parents concerned about the use of recycled water on school ballfields),
the project was halted and never moved forward.
Now that public acceptance for recycled water has come a long way, the frequency of drought has
increased, and most of the cities and towns in Central San's service area have recently expressed interest
in bringing recycled water to their communities, staff will be engaging a consultant to provide an updated
evaluation on the potential for the Lamorinda Recycled Water Project - both in terms of updating the
previous work done in 1996 and also evaluating potential new areas of interest that could be served with
the use of the portion of the abandoned Shell pipeline that Central San owns.
As updated information is received, staff will provide updates to the Real Estate, Environmental and
Planning Committee for further discussion.
