T he District’s agreements with three recognized bargaining units, Management Group, Management
Support/Conf idential Group (MS/C G), and Public Employees Union, L ocal #1 (L ocal One), will be
expiring and negotiations will commence in 2021 for successor Memoranda of Understanding (MO Us).
T he Management Group’s current MO U expires on D ecember 17, 2021, and L ocal One and MS/C G
MO Us are set to expire on A pril 17, 2022. P ursuant to Government C ode 3500-3511 and Central S an’s
Employer-Employee R elations Ordinance (C hapter 4.24 of the District Code), the D istrict is required to
negotiate all matters related to wages, hours, and other terms and conditions of employment.
T he District will need to meet with bargaining unit representatives to negotiate the above terms as well as
any other provisions of the MO U. A ttached are Gantt charts reflecting the current status of activities related
to the upcoming labor negotiations. T he first chart (Attachment 1) relates to the negotiations with
the Management Group, and the second chart (A ttachment 2) relates to the negotiations with MS/C G and
L ocal One. T hese charts will continue to be updated as negotiations approach and progress, and will be
presented to the Committee each meeting as a standing item until the B oard's adoption of the successor
MO Us.
Below is a three-month look ahead at upcoming B oard tasks and decisions. Unless noted, the B oard
action pertains to both sets of negotiations with the Management Group and with L ocal One and MS /C G.
All dates take place in 2021 unless specified.
