(Handout) Board Meeting of October 21 , 2021 General Manager Additional Written Announcements HUMAN RESOURCES (new staff addition) 4) Central San Welcomes New Administrative Services Assistant Dee Dee Barrett On October 18, Dee Dee Barrett joined the Secretary of the District Office as the new Administrative Services Assistant. For the last two years, Dee Dee was a District Representative/Board Aide with the Solano County Board of Supervisors-District 3 in Fairfield. Before relocating to Northern California, she was a Program Specialist with Kern Behavioral Health and Recovery Services in Bakersfield. She also held various administrative support roles while at Kern County that provided her with Board and Committee work experience. We are excited to have Dee Dee join the Secretary of the District team and welcome her to Central San. COMMUNICATIONS UPDATE 5) Central San Partners with East Bay Municipal Utilities District (EBMUD) on outreach for virtual Wastewater Treatment Plant Tours Central San and EBMUD are partnering to promote its respective virtual treatment plant tours for customers. Recently, EBMUD has been increasing outreach on their virtual tour via direct emails to their water customers. EBMUD has agreed to include Central San's 75th Anniversary Experience website (9entra1san.org/75th) in email communications to their water customers where the service areas overlap. The emails will augment Central San's own outreach, as Central San does not collect customer emails as part of the billing process. Staff expects these emails to increase overall website participation. 6) Central San outreaches to Local Fire Agencies on the Implementation of Senate Bill (SB) 1044 which Phases Out PFAS Firefighting Foam In 2020, Central San's Board of Directors supported SB 1044, which phases out the use of firefighting foam containing PFAS (per- and polyfluoroalkyl substances). With successful passage of the bill, fire protection districts must phase out all such uses, beginning with firefighting equipment, by January 1, 2022. Central San recently sent the attached notification to local firefighting agencies alerting them to the details of SB 1044's implementation. Item 17.a. (Handout Attachment) How to Properly Dispose of PFAS Phasing Out of PFAS Firefighting Foam Begins January 1, 2022 In 2020, California enacted Senate Bill 1044 that requires phasing out of all firefighting foam containing PFAS. PFAS (per- and polyfluoroalkyl substances) are man-made, "forever" chemicals that have been shown to harm the environment and human health. Firefighting foam containing PFAS must be phased out for all uses, including training, by the following dates: o Firefighting equipment by January 1, 2022 o All fixed fire suppression systems by January 1, 2024 o Terminal or oil refineries by January 1, 2028 Fire protection districts that store PFAS foam are required to properly dispose of PFAS foam through a hazardous waste provider. For equipment that requires rinsing for decontamination, the best management practices of the Fire Fighters Association suggest rinsing equipment three times, and a licensed hazardous waste disposal service must handle this rinse water and foam. Foam containing PFAS should not be discharged into the public sewer system or storm drains. Most sewage treatment plants are not designed to remove PFAS.The new law also prohibits washing fire trucks where rinse water containing PFAS would flow into a storm drain.
