HUMAN RESOURCES
1) Update on Personnel Actions — Third Quarter 2021
The Human Resources report covering personnel actions for July 1 through September 30
is provided as Attachment 2.
DIVISION-BASED ELECTIONS
2) Central San to Conduct Additional Public Hearings regarding the Redistricting
of Director Divisions
Central San transitioned from an at-large to a division-based election system in
November 2020, which will begin with the 2022 election cycle. The boundaries will be
reviewed and reshaped as required with the latest 2020 Census data via a series of
public hearings. The first hearing was held on October 4.
Central San welcomes all interested parties to participate in this process. A District mapping
tool, along with more information about this change, can be found on the District website at
centralsan.org/elections.
The next meeting(s) will be held in the Multi-Purpose Room at Central San, 5019 Imhoff
Place in Martinez:
Monday, October 25 at 7:00 p.m. / Tuesday, October 26 at 7:00 p.m. (tentative)
Members of the public wishing to participate and/or provide comment may:
1. Send an email before or during the meeting to the Secretary of the District, at
sod centralsan.org. Any written comments received will be read aloud at the
meeting.
2. Attend the meeting in person in Central San's Multi-Purpose Room; please note
that face coverings are required.
3. Observe the meeting online as all meetings will be livestreamed for viewing at
centralsan.org. The livestream does not offer the option to comment. To comment
during the meeting, use option 1 or 4.a.
4. Join the meeting online: To join the meeting as a virtual participant to view and
provide verbal or written comments, please contact the Secretary of the District.

centralsan.org/elections before or during the meeting. Speaker cards help
ensure an orderly process so that everyone has the opportunity to speak.

3) General Manager Authorized Contracts, Agreements, Etc. — Third Quarter 2021
The Board has delegated various authorities to the General Manager via Board Policy
No. BP 037 — Delegation of Authority to General Manager, including the authority to enter
into certain agreements and contracts on behalf of the District. Additionally, the Board has
requested an announcement when construction projects have been accepted, which
occurs when the Notice of Completion is recorded with the County Recorder's Office, and
a notification of certain legal claim settlements. Following is a recap of each of these
items for the period July 1 through September 30, 2021:
