FOR RECEIVING THE CALIFORNIA SPECIAL DISTRICTS
ASSOCIATION'S WILLIAM HOLLI NGSWORTH AWARD OF EXCELLENCE
Stanley Caldwell recently received the California Special District Association's (CSDA) William
Hollingsworth Award of Excellence, the highest honor bestowed by CSDA. Attached for the Board's
consideration is a proposed resolution commending Mr. Caldwell for this prestigious achievement.

RESOLUTION OF THE CENTRAL CONTRA COSTA SANITARY DISTRICT
COMMENDING STANLEY CALDWELL
Recipient of the 2021 William Hollingsworth Award of Excellence
WHEREAS, on September 1, 2021, at the California Special Districts Association (CSDA)
annual conference, Stanley Caldwell was awarded the William Hollingsworth Award of
Excellence (WH Award), the most prestigious honor bestowed by CSDA; and
WHEREAS, the WH Award celebrates distinguished, ongoing service and exceptional
contributions to special districts and the communities they serve; and
WHEREAS, the criteria for the WH Award includes demonstration of significant leadership,
for, or in partnership with, special districts regionally or statewide; and
WHEREAS, for many years, Stanley Caldwell has been an active member and prior officer
of CSDA, and a member of the Contra Costa Special Districts Association (CCSDA), of
which he currently serves as President; and
WHEREAS, Stanley Caldwell has served on CSDA committees, tasks forces and boards,
and is a dedicated advocate for CSDA and special districts; and
WHEREAS, Stanley Caldwell's commitment to statewide and local government is tireless,
exemplified in his nearly 28 years as a Board Member for Mt. View Sanitary District; and
WHEREAS, Stanley Caldwell has served on Contra Costa Local Agency Formation
Commission (LAFCO) since July 2015, is a dedicated Commissioner, and brings a broad
perspective to LAFCO.
NOW, THEREFORE, BE IT RESOLVED that the Central Contra Costa Sanitary District
hereby extends its heartfelt congratulations and best wishes to Stanley Caldwell, recipient
of the 2021 William Hollingsworth Award of Excellence.
