NOTICE
This meeting was held in the specified meeting room with a virtual participation option
pursuant to Central San Resolution 2021-052. The resolution made findings with the
Governor's Emergency Declaration and County Health Services recommendations related
to the ongoing COVID-19 pandemic, and the provisions provided under Assembly Bill 361,
effective October 1, 2021. Board Members participated via videoconference. The agenda
provided options in which members of the public could participate in the meeting.
ROLL CALL
A special meeting of the Board of Directors was called to order by President Pilecki at
6:30 p.m. Secretary of the District Katie Young called roll:

PUBLIC HEARING
1. Hold public hearing to receive input from the community regarding the redistricting of
Director Divisions for the purposes of conducting elections, based on recently
completed 2020 Census data, as required and pursuant to Elections Code Section

10010, in order to approve redistricting criteria and instruct the preparation of draft
division-based boundary maps by consultants
General Manager Roger S. Bailey introduced Robert McEntire of National
Demographics Corporation (NDC) who reviewed the presentation included with the
agenda materials. He noted that a main goal is to have equal populations; therefore,
a shifting of populations is needed to make the divisions legally compliant. Every
attempt will be made to keep neighborhoods together. Many facets will be
considered, including future growth and decline. He advised that this effort would
need to be reviewed every ten years.
Member Hockett stated that balancing the numbers will be a tough job and hoped to
keep the majority of the boundary lines the same.
Member Williams stated that he believes Central San did a good job separating the
divisions last year and that he would like to try and keep the city boundaries intact. In
his opinion, only Divisions 4 and 5 needed adjustment.
Member Lauritzen agreed with Member Williams on maintaining the city boundaries
and to try and align Divisions 4 and 5 similar to the other divisions.
President Pilecki recollected concerns mentioned during last year's division-map
creation regarding the significant Asian population in District 5 and the need to not
diminish that population by moving parts as well.
Mr. McEntire advised that NDC would be using the choice-voting and communities
of interest data when calculating the divisions as well.
President Pilecki opened the public hearing at 6:54 p.m.
Secretary of the District Katie Young read two public comments received prior to the
Board meeting via electronic mail from San Ramon residents Dr. Jay Kerr and
Bill Clarkson.
Hearing no further comments, President Pilecki closed the public hearing at 6:57
p.m.
BOARD ACTION: Conducted a public hearing. Received the presentation and
community input.

OTHER BOARD ACTION ITEMS
2. General Board discussion on matters related to the California Voting Rights Act
(CVRA) process and the manner in which to move forward, including the public
comment process for redistricting Director Divisions, and any direction to be provided
to the demographer on refinements to the division-based maps
Special Counsel Marguerite Leoni of Nielsen Merksamer complimented the Board
for keeping the cities intact as requested previously by the public. It was noted that
the timeline provided was on track with the legal requirements. Ms. Leoni stated that
Division 5 is a strong Asian-based community in San Ramon and one of the
elements that needs to be adjusted is preserving the integrity of the community.
Mr. Bailey requested feedback from the Board on the proposed timeline and length
of time the public has to address the maps or to prepare maps of their own.
Ms. Young provided a thorough explanation of the upcoming CVRA schedule.
In response to a question posed by President Pilecki, Communications and
Governmental Relations Manager Emily Barnett advised the Board that the following
outreach was done to promote the public hearings: social media (including Twitter
and Facebook), the District's Pipeline newsletter, legal notices in the Contra Costa
Times and San Ramon Valley Times circulations, and a dedicated Elections section
on Central San's webpage.
President Pilecki asked if the General Manager had produced a letter to neighboring
City Managers and Mayors advising them that Central San is in the redistricting
process. Staff responded that they had not, but that most cities and councils are
going through the same process.
Ms. Young requested the next public hearings set for October 25 and tentatively
October 26 be held at 7 p.m. due to conflicts with the District's demographer. The
Board agreed to the time change.
BOARD ACTION: Held discussion. Provided direction to demographer and
staff.
