INFORMATION FOR THE PUBLIC
Anyone wishing to address the Board of Directors is requested to complete a speaker's card and submit it to the Secretary of
the District. In addressing the Board, speakers are requested to step to the podium and state their name and address for the
record.The Board President may direct questions to any member of the audience as appropriate at any time during the
meeting.
All matters listed under the CONSENT CALENDAR are considered to be routine by the Board and will be enacted by one
motion.There will be no separate discussion of these items unless requested by a Member of the Board or the public prior to
the time the Board votes on the motion to adopt.
ADDRESSING THE BOARD ON AN ITEM ON THE AGENDA
Persons wishing to speak on PUBLIC HEARINGS and OTHER MATTERS listed on the agenda will be heard when the
President calls for comments from the audience, except on public hearing items previously heard and closed to public
comment.The President may specify the number of minutes each person will be permitted to speak based on the
number of persons wishing to speak and the time available.After the public has commented,the item is closed to further
public comment and brought to the Board for discussion and action. There is no further comment permitted from the
audience unless invited by the Board.
ADDRESSING THE BOARD ON AN ITEM NOT ON THE AGENDA
In accordance with state law, the Board is prohibited from discussing matters not calendared on the agenda.You may
address the Board on any matters not listed on the agenda, and which are within its jurisdiction, under PUBLIC
COMMENTS. Matters brought up which are not on the agenda may be referred to staff for action or calendared on a
future agenda.
AGENDA REPORTS
Supporting material on agenda items is available for public review at the Reception Desk, 5019 Imhoff Place, Martinez,
and on Central San's website at wwwcentralsan.ora. Not every agenda item is accompanied by written supporting
material. Reports and information relating to agenda items distributed within 72 hours of the meeting to a majority of the
Board are also available for public inspection at the Reception Desk and on the website. During the meeting, information
and supporting materials are available in the Board Room.

In accordance with the Americans with Disabilities Act and state law, it is the policy of Central San to offer its public
meetings in a manner that is readily accessible to everyone, including those with disabilities. If you are disabled and

PUBLIC COMMENT PERIOD FOR ITEMS NOT ON THIS AGENDA
PUBLIC HEARING
1. Hold public hearing to receive input from the community regarding the redistricting of
Director Divisions for the purposes of conducting elections, based on recently completed
2020 Census data, as required and pursuant to Elections Code Section 10010, in order to
approve redistricting criteria and instruct the preparation of draft division-based boundary
maps by consultants

Recommendation: Hold public hearing to receive presentation and community
input.
OTHER BOARD ACTION ITEMS
2. General Board discussion on matters related to the California Voting Rights Act (CVRA)
process and the manner in which to move forward, including the public comment process
for redistricting Director Divisions, and any direction to be provided to the demographer on
refinements to the division-based maps
Recommendation: Hold the discussion. Provide direction to demographer and
staff as may be applicable.

Purpose Room at 5019 Imhoff Place, Martinez. If you choose to attend a meeting in
person, please note that face coverings are required.
• Send an email before or during the meeting: Please direct your email to the
Secretary of the District, at sodLo)_centralsan.orq. Any comments will be read aloud
at the meeting.
• Join the meeting online: If you would like to join the meeting as a virtual

participant to view and provide verbal or written comments, please contact the
Secretary of the District at sodQDcentralsan.org to receive a meeting invite.
o Please submit an online Speaker/Comment Card available
at centralsan.org/elections before or during the meeting. Speaker cards
help ensure an orderly process so that everyone has the opportunity to
speak. You will be called upon to share your verbal comments during the
meeting. Written comments will be read aloud.

website at centralsan.org. Please note that the livestream does not offer the
option to comment during the meeting. To comment during the meeting, please
