Alm General Manager District Counsel ISSUE The Board requested an item be agendized to consider changing the start time and or the meeting days for regularly scheduled District Board Meetings. The noticing requirement of the Ralph M. Brown Act provides that an ordinance, resolution, or bylaws may be adopted by the Board of Directors establishing the time and place of regular meetings. BACKGROUND At the September 23, 2021 Special Board Meeting, staff was requested to prepare historical information regarding District Board Meetings. The Board sets the start time and order of business for regular Board meetings by Board resolution. Currently, regular meetings are scheduled to start at 1:30 p.m. (last by Resolution 2016-021, J my 21, 2016) on the first and third Thursdays of each month (codified Ordinance (Ord) 253, 2008; Ord 127, 1978; Ord. 126, 1977; prior code §2-201). Historically, starting in 1947, Board meetings were held on first and third Thursdays of the month at 8 p.m.; 1977 at 7:30 p.m.; and in May of 1988 the Board meetings began at 3 p.m. In 1995, the Board adopted a resolution changing the meeting time to 2 p.m. with a routine adjournment threshold time of 6 p.m., unless September 30, 2021 Special Board Meeting Agenda Packet- Page 11 of 15 Page 2 of 5 a majority vote occurred to continue past that time. Finally, in July 2016, the Board adopted the current resolution amending the start time from 2 p.m. to 1:30 p.m. and changed the order of business to have closed sessions be heard at the end of the regular meeting agenda rather than before a meeting. ALTERNATIVES/CONSIDERATIONS The Board may choose to: 1. Change the meeting day(s) and time; 2. Change the meeting start time; or 3. Leave the current meeting days and or time unchanged, maintain status quo. FINANCIAL IMPACTS Depending on the time of the meeting, financial impacts could include payment of overtime for staff to attend or provide assistance for Board meetings and the cost of providing meals. COMMITTEE RECOMMENDATION This matter was not reviewed by a Board Committee. RECOMMENDED BOARD ACTION Hold the discussion and provide direction to staff as applicable. ATTACHMENTS: 1.
