BAILEY, GENERAL MANAGER SUBJECT: REVIEW TIMELINES (GANTT CHARTS) FORACTIVITIES RELATED TO UPCOMING LABOR NEGOTIATIONS WITH THE MANAGEMENT GROUP, MANAGEMENT SUPPORT/CONFIDENTIAL GROUP, AND PUBLIC EMPLOYEES UNION, LOCAL #1 The District's agreements with three recognized bargaining units, Management Group, Management Support/Confidential Group (MS/CG), and Public Employees Union, Local #1 (Local One), will be expiring. The Management Group's current Memorandum of Understanding (MOU) expires on December 17, 2021, and Local One and MS/CG MOUs are set to expire on April 17, 2022. Pursuant to Government Code 3500-3511 and Central San's Employer-Employee Relations Ordinance (Chapter 4.24 of the District Code), the District is required to negotiate all matters related to wages, hours, and other terms and conditions of employment. Attached is the Gantt chart reflecting the current status of activities related to labor negotiations with MS/CG and Local One. A verbal update will be provided at the meeting on labor negotiations with the Management Group. The Gantt charts will continue to be updated and will be presented to the Committee each meeting as a standing item until the Board's adoption of the successor MOUs. Below is a three-month look ahead at upcoming Board tasks and decisions related to negotiations with Local One and MS/CG: • October 7, 2021 - Board ratification and approval of the signed Tentative Agreement with MS/CG. • December 2, 2021 -Approve MOUs which have the new terms codified and clean-up performed. Staff will be available at the Committee meeting to answer questions and provide a verbal update on negotiations with the Management Group.
