SUBJECT: RECEIVE UPDATE ON CONCORD COMMUNITY REUSE PROJECT
(FORMERLY CONCORD NAVAL WEAPONS STATION)
On March 31, 2020, a Master Developer agreement for the Concord Naval Weapons Station project,
between the Concord City Council/Local Reuse Authority (LRA) and Lennar Concord, LLC expired. A
Request for Qualifications (RFQ)was issued to the development community to select a new Master
Developer on April 16, 2021.
The LRA received Statements of Qualifications from three Master Developer Teams by the deadline on
June 18, 2021:
1. Brookfield Properties
2. City Ventures
3. Discovery/Seeno Companies/Lewis/CCIG
On August 21, 2021, the City Council/LRA held an all-day workshop to interview the three Master
Developer Teams and make a selection. With a 3-2 vote, the LRA selected the joint venture by the
Discovery/Seeno Companies/Lewis/CCIG Team, which is incorporating as Concord First Partners LLC.
Staff will provide a verbal report of the meeting and answer questions about the next steps for the Concord
Community Reuse Project at the Real Estate, Environmental and Planning Committee meeting.
