TRANSITION FROM ANNUAL TO
QUARTERLY SITE INSPECTIONS
• Staff reviewed other California agencies' inspection programs and found
that some nearby agencies are already requiring their recycled water
customers to perform self-inspections and reporting.
• Multiple platforms were explored, and Microsoft Forms was determined
to be the easiest for customers and staff. This interactive form allows
customers to submit their compliance with State recycled water
requirements every quarter.
• Self-monitoring report questions were modeled from examples and input
staff obtained from other California agencies serving recycled water.
The compliance requirements are not new, and the questions asked on
the form are similar to questions asked and observations made in
person inspections performed by CSO.
• Central San's website was updated with the new reporting requirements
including a link to the new reporting form.

CUSTOMER TRAINING FOR QUARTERLY
SELF-MONITORING SITE INSPECTION
• Extensive customer outreach was conducted in Quarter 4 of 2020 to
inform customers of the new requirement, and to test and familiarize
customers with the self-monitoring report form.
• 26 out of 51 customer sites submitted the report during the test
quarter.
• Site supervisors receive an email reminder at the end of each quarter
with instructions on completing the report. Staff follow-up via email and
phone calls to customers as-needed to ensure full compliance is met.
• Site visits will be conducted as-needed if the customer doesn't report
after multiple reminders or if the customer has special requirements
(e.g., replacement signs, address major leaks, etc.).
CENTRALSAN

MOVING FORWARD
• CSO staff will conduct one in-person inspection a year:
• Verify site compliance.
• Maintain site familiarity.
• Communication with site supervisors.
• All inspection results will be tallied and included in the Recycled
Water Annual Report.
• It appears that the self-monitoring approach is working.
