HUMAN RESOURCES
1) Central San Welcomes New Administrative Assistant Lisa Martin
Lisa Martin is the new Engineering Administrative Assistant in the Environmental and
Regulatory Division since July 12, 2021. Prior to joining Central San, Lisa worked with the
City of Lafayette for thirteen years as a Department Assistant in the Planning and Building
Department. Before that, she worked with the Lamorinda School Bus Program as an
Administrative Assistant. Lisa resides in Lafayette and enjoys gardening, reading, and
road trips. The Engineering team is excited to welcome Lisa to Central San.
2) Central San Welcomes New Maintenance Crew Member I Larry Kennedy
On July 26, 2021 , Collection System Operations welcomed Larry Kennedy as its newest
Maintenance Crew Member I. Larry spent 22 years as a glazier in the trades environment.
He resides in Bay Point with his wife and three children and made the decision to improve
his family's stability and future by seeking an opportunity with Central San. Larry is
excited to the be a member of the crew and looks forward to the change, fast-paced work
environment, learning new skills, meeting new people, and working towards potential
advancement opportunities.
ENERGY CONSUMPTION
3) Second Quarter Update on Central San's Energy Usage
Central San actively tracks greenhouse (GHG) emissions to optimize the use of energy at
its facilities in the most cost-effective and environmentally responsible manner. The
attached energy dashboard contains a breakdown of Central San's energy usage for the
month of June 2021 along with a comparison of the energy used during the second
quarter of the calendar year. The chart shows the cost breakdown of Pacific Gas and
Electric and Marin Clean Energy electricity.

4) Outcome of Recent Election for CSDA Board Members
Each of the California Special Districts Association's (CSDA's) six regional divisions has
three seats (A-C) on the CSDA Board. Candidates seeking to represent a specific region
must either be a board member or management-level employee of a member district
located in their region. Central San falls within the Bay Area Network. This year, Seat A
was open for election in each region.
In July 2021, Central San's Board supported the re-election of incumbent Chad Davisson,
General Manager of Ironhouse Sanitary District to fill this role. CSDA recently announced
the election results and Mr. Davisson was elected to fill Seat A for the Bay Area Network.
He will serve a three-year term from 2022-2024.
Contra Costa County Employees' Retirement Association
5) Recent Approval of FY 2021-22 Employer Pension Contribution Rates
On July 14, 2021 , the Contra Costa County Employees' Retirement Association
(CCCERA) Board adopted new rates for Central San to reflect the unfunded actuarial
accrued liabilities (UAAL) pay-down of $70,763,669. The Fiscal Year (FY) 2021-22
contribution rate for UAAL was to have been 34.5% of covered payroll, prior to the pay-
down. With the pay-down, the UAAL contribution rate falls to just 0.16% of covered
payroll, a decrease of 34.34%. The 0.16% is reflective of a continuing administrative
charge.
The combined normal cost and UAAL employer contribution rates accordingly fall from:
• 51.46% to 17.12% of covered payroll for non-PEPRA employees
• 45.74% to 11.4% of covered payroll for PEPRA employees
The net savings from this change will be reflected in a budget amendment that staff is
preparing for Board approval this summer.
