B AC K G RO UND P G&E operates a natural gas valve station on Olympic Boulevard in L afayette. P G&E is in the process of acquiring the property next to the station located at 3244 Andreasen D rive, L af ayette (A P N: 238-060-021- 9), to install upgrades to the station, including inspection facilities. C entral San owns a 27-inch diameter sewer that traverses 3244 Andreasen D rive in an area where P G&E is proposing to cross the sewer with a pipeline that will be used on an occasional basis to insert inspection equipment into their transmission line. Per staf f ’s request, P G&E entered into a Memorandum of Understanding (MO U) on August 19, 2019 and an Agreement R elating to R eal P roperty on S eptember 5, 2019, which was subsequently recorded on September 10, 2019 as Document Series Number 2019-0148580 in the C ontra C osta C ounty R ecorder’s Of f ice. Per the terms of the MO U, P G&E agreed to grant C entral San additional easement rights, widening their current easement from 12 f eet to 20 f eet to meet current easement standards and preserve access to July 20, 2021 Special REEP Committee Meeting Agenda Packet - Page 28 of 71 Page 1 of 3 C entral San’s f acilities, once approval f rom the C alif ornia P ublic Utilities Commission (C P UC ) was granted. A Grant of E asement has been executed by P G&E and is now ready for Board approval and recording. ALT E RNAT I V E S /C O NS I D E RAT IO NS T he B oard could decline to accept the Grant of E asement. T his alternative is not recommended since upgrades to the natural gas valve station are intended to improve its reliability and safety, and P G&E has agreed to C entral San’s staff’s conditions for protecting the sewer line and for inspection requirements. F I NANC IAL I M PAC T S P G&E agreed to reimburse C entral San f or processing the agreements and f or plan review and inspection costs, in the amount of $432 along with the f ees related to the Real Property A greement in the amount of $1,432. Central S an compensated P G&E f air market value f or the new easement area, which is a C P UC requirement, in the amount of $17,000.
