request direction from the Board on the next steps in which to proceed.

Census Bureau required by federal law to transmit
data for redistricting before April 1 of the year
following the Census.
4-13-2020:
Census Bureau announces delay until July 31,
2021.
1 2-12-2021:
Census Bureau announces further delay until
September 30,2021.
3-15-2021
Census Bureau announces availability of Census
data in"legacy format""mid-to-late August 2021".
Most current statement from Census Bureau:
Census data available in"legacy format"on
August 16,2021.

Health&Safety Code§6592:
"In the case of a district board elected by election
divisions,the district board shall adjust the
boundaries of the election divisions before
November 1 of the year following the year in
which each decennial federal census is taken. ...
"Legacy format"data will be configured into
usable format by the California Statewide
Database by August 23,2021.
' Central San will have—69 days from August 23 to
complete its redistricting process. This is less time
than it had in 2019-2020 when it established by-
division elections.On the other hand,redistricting
can build on the community considerations
brought forth just a year ago in connection with
establishing the initial director division plan.

S.B. 594(Glazer): "This bill would state the
intent of the Legislature to enact legislation that
would mitigate issues surrounding the potential
delay in the release of census data and the effect
. . of that delay on local redistricting."
May 3,2021 amendments:

• Extended deadline for special districts,
including Central San to 180 days before the
district's next regular election
S.B. 594 passed out of the Senate but has
stalled in the Assembly and at this time
Senator Glazer is not moving the bill forward.

Redistricting Procedures for Special Districts
Statutory Minimum: Two public hearings
Elections Code§22001:
- "Before adjusting the boundaries of a division
- pursuant to Section 22000 or for any other
reason,the governing body of the district
- shall hold at least one public hearing on the
proposal to adjust the boundaries of the
division prior to the public hearing at which
the governing body votes to approve or defeat
the proposal."
