Bailey General Manager ISSUE Central San's existing maintenance access covers lack aesthetic appeal, have never been designed, and do not reflect the "Central San" identification. On April 15, 2021, the Board of Directors approved the Maintenance Access Cover Beautification Proposal. The proposal provides a low-cost opportunity to update the maintenance access covers to reflect the beauty of Central San's service area, create a positive customer experience with its facilities, include the "Central San" identifier, and be a good civic neighbor. The attached design for Board approval, will allow staff to move forward to work with the foundry to create Central San's new maintenance access covers. BACKGROUND Central San has over 36,700 maintenance access covers throughout its service area which state "CCCSD" rather than "Central San," which is the official nickname and how best customers would find the District via the internet, social media, or in case of emergency. The "generic diamond" look of Central San's current maintenance access covers is over 50 years old, appears dated, and includes various foundry information which is unnecessary. The new design provides a wonderful opportunity to exemplify the beauty of the service area, be a good civic neighbor, help customers better connect with Central San and the important work the District June 17, 2021 Regular Board Meeting Agenda Packet- Page 93 of 168 Page 2 of 4 accomplishes, and easily identify the agency to contact in the event of an emergency. ALTERNATIVES/CONSIDERATIONS The Board could decide not to approve the design or provide other input. FINANCIAL IMPACTS If approved, there is a one-time cost of $4,000-$6,000 for the foundry to mold a new maintenance access cover design. Any future purchases would be the same cost per maintenance access cover as the District pays currently. COMMUNITY OUTREACH Nearer the end of 2021, there is an opportunity to compliment Central San's 75th anniversary with the release of a new cover design. The new cover design would be promoted as part of the outreach efforts. COMMITTEE RECOMMENDATION The Real Estate, Environmental and Planning Committee will review this matter at its June 14, 2021 meeting. Staff will provide an update of the Committee's recommendation at the June 17, 2021 Board meeting. RECOMMENDED BOARD ACTION Staff recommends approval of the Maintenance Access (Manhole) Covers Beautification proposed design.
