A s a result of the recent request by the Golden R ain F oundation to submit an application on behalf of the
Rossmoor Community for a S atellite Water Recycling F acility (S W R F) to serve their two golf courses,
staff reached out to D iablo C ountry Club (D C C) to understand the status of their efforts to develop a
S W R F project. S ince C entral San has a memorandum of understanding in place with D C C and since
they had previously proceeded the f urthest with the development of their S W R F Project, Central S an has
considered D C C its S W R F Demonstration P roject. S ince these types of projects have not been widely
adopted, by starting with a single demonstration project, C entral San can evaluate any impacts f rom such a
project and determine if it would be appropriate to allow additional S W R F projects within C entral San's
service area.
A summary of C entral San's past ef f orts to work with D C C to develop a S W R F Project is included in the
attached presentation. A representative from D C C will attend the J une 14, 2021, Real Estate,
E nvironmental & P lanning Committee meeting to share the status of their efforts and f uture plans for the
project.

DIABLO COUNTRY CLUB (DCC) SWRF PROJECT
DCC SWRF – BACKGROUND
•Memorandums of understanding (MOUs) executed by
Central San, DCC and EBMUD in 2012 and by Central San
and DCC in 2015
•One-year Planning Agreement Executed in August 2016
•Environmental Review with Central San as California
Environmental Quality Act (CEQA) Lead Agency
•CEQA Initial Study completed in 2017 and included two
Open House sessions held in June 2017 at DCC to
receive public input on the Project as part of the
environmental review process
•Design-Build Procurement
•Plan was to procure the Project privately as a design-
build, then turn it over to Central San to own and operate
•Procurement was initiated in January 2018

CENTRAL SAN ACTIVITIES WITH DCC
Staff worked closely with District Counsel to draft the
following documents:
•Long-Term Operations Agreement
•Multi-Phased Agreements to cover the roles,
responsibilities, and reimbursement during Planning,
Progressive Design, Construction, Commissioning and
Central San’s ultimate acceptance of the Project:
•Phase 1: Planning, Environmental Review and DCC to Obtain
Guaranteed Maximum Price from design-build team on the 30%
Design
•Phase 2: Design-Build and Commissioning of the SWRF
•Phase 3: One-Year Demonstration
•Phase 4: Long-Term Operations Agreement and Ground Lease

•Procured As-Needed Professional Engineering
Services to support Central San’s oversight of the
Project during the progressive design and construction
•Main tasks were plan review and inspection
•Developed a special project-specific formula for
calculating the billing rate for reimbursement of future
Central San labor on the Project for Board
consideration
•Excluded unfunded actuarial accrued liability
•Board did not approve this special rate
•Coordination with Central San staff stopped in
December 2018

The project was purposely slowed to focus on other projects and
priorities:
•Golf Course Rebuild
•Clubhouse
•Coordinated pipeline routing and facility location with Golf Course
modifications (2019)

•Redo course to reduce watered area by approx. 10%
