MCGILL, BOARD MEMBER SUBJECT: CONSIDER MEMBER MCGILL'S REQUEST FOR REIMBURSEMENT OF $273ANNUAL MEMBERSHIP RENEWAL FEE FOR CALIFORNIA PUBLIC EMPLOYERS LABOR RELATIONS ASSOCIATION (CALPELRA) In accordance with Board Policy No. BP 008 - Travel Expense Reimbursement, the Board must approve Board Member attendance at conferences in advance for the following calendar year. I have been a member of CALPELRA and have attended the annual conferences for the past several years, as approved by the Board each year. The Board also has approved my attendance at the 2021 Annual Conference scheduled for this fall. In years previous, the District has paid for my membership, which allows me to obtain a discounted rate for the attending the conference. I n February 2020, however, as part of a comprehensive review of Board compensation at the Board workshop, the Board voted unanimously not to reimburse Board Members for memberships in outside industry organizations. Instead, it was decided that such requests should be brought before the full Board on an individual basis to allow the Board to consider such requests in advance on as as-needed basis. The combined cost of paying for 2021-2022 membership separately is $370. Should the conference attendance and 2021-2022 membership be purchased together the cost is $1,090. The costs for members with 2020 membership (membership ends July 1)to attend the annual conference is $817 (does not included membership for 2021-2022). Although there is minimal cost difference between these two methods, paying separately for a membership would provide the benefit of newsletters and emails throughout the year regarding updates on legislative and human resources matters. I have found these communications to be of great value, particularly as they relate to labor relations and other issues at Central San. It is for that reason that I am requesting that the Board consider authorizing the District to reimburse my $273 CALPELRA membership for 2021-2022.
