General Manager Written Announcements May 6, 2021 Regular Board Meeting Agenda Packet- Page 183 of 239 Page 2 of 2 ATTACHMENT 1 Board Meeting of May 6, 2021 General Manager Written Announcements PROJECT UPDATES 1) Public Bidding of Electric Blowers Improvements, District Project (DP) 100015 and Treatment Plant Piping Renovations, Phase 10, DP 7369 Based on the similar nature of the work and common project sites, staff decided to combine the following two projects into one construction package for public bid and execution with one general contractor. Electric Blower Improvements: The aeration system is one of the most critical processes at the wastewater treatment plant (plant). The existing aeration blowers supply air to four aeration basins, pre-aeration before the primary sedimentation tanks, and other plant systems. The findings of a recent condition assessment and capacity analysis indicated the existing electric blower does not provide adequate redundancy, has uncertain reliability with the standby power generation system, has limited turndown capabilities, and cannot be operated in parallel with the large steam blowers. Three new, pre-purchased electric blowers will provide the needed reliability and capability to run with other equipment during PG&E Public Safety Power Shutoffs events. In addition, these blowers will provide the necessary air to the plant while equipment is offline during planned shutdowns as part of the Solids Handling Facility Improvements project. Treatment Plant Piping Renovations, Phase 10: Many of the plant's piping and related systems have been in place for nearly forty-plus years. Failures of the piping systems reduce reliability and can adversely impact the treatment process. The scope and phases for the piping renovation program are identified by Operations and Capital Projects staff on an annual basis and intended to cover the replacement items that are not included in other capital projects. The project will renovate and/or replace various piping, instrumentation, and equipment in the plant and includes a variety of necessary modifications, such as replacement of the secondary scum piping system, replacement and improvements to the sodium hypochlorite injection system, and several improvements to the potable water system. Lastly, this phase will also replace several electrical equipment at the end of its useful life, such as the variable frequency drives for pumps and other equipment. The combined bid package will be advertised on May 10 and 17, with a scheduled bid opening on June 17, 2021. The Engineer's estimate is $13.8 million for the two projects.
