ISSUE
A resolution of the Board of Directors is required to execute quitclaim deeds for existing easements and to
record the documents with the Contra Costa County Recorder.
BACKGROUND
I n the early 1990s, construction of the highway improvement project for the I nterstate-680/State Route 24
interchange (Job 4654), created a parcel off Paulson Lane in Walnut Creek, designated as "excess land"

by the State of California. I n recent years, this parcel was developed into residential homes by Braddock
and Logan and served by a sewer extension on Autumn Trail Lane (Job 6416). That project required
abandonment of the original sewers installed in 1948. These original easements now encumber the lots
and are no longer needed, and may now be quitclaimed.
ALTERNATIVES/CONSIDERATIONS
Decline to quitclaim the existing easements that are not in use. This alternative is not recommended since
it could create a cloud on the "chain of title" for the property owners affected.
FINANCIAL IMPACTS
None. The easements were granted to the District at no cost.
COMMITTEE RECOMMENDATION
The Real Estate, Environmental and Planning Committee reviewed this matter at its meeting on April 12,
2021 and recommended approval.
RECOMMENDED BOARD ACTION
Adopt the proposed resolution approving the execution of three quitclaim deeds for the properties located
on Autumn Trail Lane and Paulson Lane, Walnut Creek, as listed on Exhibit A of the attached resolution,
and staff to record the documents with the Contra Costa County Recorder.
