ORGANIZATIONAL CAPABILITY:
THREE LEVELS
1 . Compliance
2. Readiness
3. Resilience
15
15
COMPLIANCE
Org meets the criteria to request federal
and/or state disaster recovery funds:
CCCSD has an Emergency Operations Plan
and complies with SEMSMIMS
CCCSD conducts at least one EOC activation
exercise per year
16
16
8
April 1, 2021 Regular Board Meeting Agenda Packet- Page 86 of 153
Page 10 of 24
2. READINESS
Org personnel are sufficiently trained and equipped to
respond to most kinds of emergencies.
Org has invested time, resources in planning and
preparedness efforts, including:
• Providing ongoing training and exercises
• Assessing broader universe of risks and implementing
preventive measures
• Linking Emergency Operation Plan with Continuity,
Mitigation etc.
• Coordinating with other jurisdictions etc.
17
17
3. RESILIENCE
• FEMA defines as `The capacity of people,
organizations or systems to adapt to changing
conditions and withstand and rapidly recover
from disruption due to emergencies'
• Org is able to maintain essential functions while
responding to a disaster — continuity and
emergency response efforts happen
concurrently.
