Bailey General Manager ISSUE On February 18, 2021, the Board adopted Resolution No. 2021-014 proclaiming it was in the best public interest for Central San to immediately replace the subject sewer prior to final paving of the public roadway in Orinda. It is a statutory requirement that in such a case that the declaration shall confirm every 30 days until the work is deemed complete. BACKGROUND The existing sewer located within the public right-of-way along EI Toyonal Road in the City of Orinda (City) requires immediate replacement. This sewer is a 6-inch diameter clay pipe, is approximately 1,400 lineal feet, and was originally installed in 1950. It has come to the attention of the Collection System Operations Department (CSOD) and Capital Projects that the East Bay Municipal Utility District (EBMUD) hired a contractor, Teichert Construction (Teichert), to install two water mains on EI Toyonal. EBMUD's project plans to re-pave EI Toyonal in April of this year. During the work performed by Teichert, several sections of Central San's sewer were exposed and inspected by CSOD. The condition of the sewer is deficient and replacement before EBMUD's paving was recommended by staff and authorized by the Board on February 18, 2021. March 18, 2021 Regular Board Meeting Agenda Packet- Page 339 of 340 Page 2 of 2 Competitive pricing was received, and the Collection System Program has the adequate funding for the subject work. Since Board approval, staff has entered into contract with the general contractor, Pacific Trenchless, Inc., and has ordered and received the majority of materials, piping, and manhole structures needed. Construction has commenced with completion estimated in April of this year, prior to re-paving of the road. ALTERNATIVES/CONSIDERATIONS No feasible alternatives. FINANCIAL IMPACTS The total estimated cost for this contingency project is $450,000, which includes design, contractor construction costs, permits, construction management, and contingency. COMMITTEE RECOMMENDATION This matter was not reviewed by a Board Committee. RECOMMENDED BOARD ACTION Confirm by motion that the action proclaimed on February 18, 2021 continues to exist, and that expenditures to address the sewer replacement are continuing.
