2020 Annual Report
Our Mission:
The primary objective of the Safety Program is to reduce injuries, accidents, and
environmental impact while ensuring compliance. We achieve this by providing high
quality training, comprehensive workplace evaluation, incident response, hazardous
materials management from acquisition to disposal, and by managing regulatory
information.
The Safety Workgroup understands that to maintain an effective Environmental, Health
and Safety Program, it needs the continued support and commitment of Central Contra
Costa Sanitary District's (Central San) management and the participation of all
workgroups. Safety staff will continue to work closely with both groups to foster and
maintain this support.

Safety Program
Injury/Illness Analysis
Central San incurred four Occupational Safety and Health Administration (OSHA)
Recordable Injury/Illness cases and six first aid-only cases during the 2020 calendar
year (CY) (see Graph 1). The recordable cases consisted of one lost time, one lost time
with restricted work, and two medical only cases. There was a decrease from 10 to four
recordable cases (-60%) from the CY 2019 to the CY 2020.
The Safety Workgroup continues to encourage employee reporting of first aid only
injuries/illnesses and near-misses. The Safety Workgroup uses this data to help identify
and correct hazards in the workplace that could result in a recordable injury, as well as
tailor safety training to address these hazards.

The total number of lost workdays decreased significantly from 60 to 24 (-60%) from
CY 2019 to CY 2020 (see Graph 2). The total number of restricted workdays decreased
from 341 to 128 (-62%) from CY 2019 to CY 2020 (see Graph 3). The Safety
Workgroup continues to concentrate on accident causation and directed training. These
efforts have kept the number of recordable injuries low and the severity of days remains
at 6.0 days/claim. The number of restricted workdays decreased from 34.1 days/claim
to 32.0 days/claim.

The leading mechanisms of injuries/illnesses at Central San during CY 2020 were:

The most common type of injury was Sprain/Strains, which accounts for 75% of all
injuries. The second most common injury was Pinch/Puncture/Cut which accounted for
25%. None of the CY 2020 injuries were associated with common activities, equipment,
or procedures.
The Safety Workgroup will continue targeting Pinch/Puncture/Cut as well as
Strain/Sprain related injuries while conducting classes in the CY 2020 training schedule.
The common mechanism for these injuries are related to Slips/Trips/Falls and
Overexertion.
The most common injured body parts are:

Incident Rates
Central San's Incident Rates are calculated using the injuries recorded on the
California Occupational Safety and Health Administration (CalOSHA) 300 Log Form
each calendar year. The rates vary from year to year due to the frequency and severity
of the injuries occurring and by the number of hours worked (exposure time).

California Local Government
The Safety Workgroup's goal is to meet or exceed industry safety standards by
achieving a Bureau of Labor Statistics (BLS) Industry Injury Rate that is lower when
compared to other California and Bay Area sanitary districts.
The recordable rate for CY 2020 is 1.5, which is less than the CY 2019 rate of 3.7, due
to the decreased number of recordable claims in 2020. Central San's recordable rate is
below the BLS Rate for California's Sewage Treatment Facilities at 1.5 versus 5.5
(-72%). Additionally, both the Days Away Rate and Other Recordable Rate are well
below the BLS Rates.
Central San's Restricted Time Rate is lower than the BLS Restricted Time Rate for
California Sewage Treatment Facilities (0.0 vs 1.3). The Safety Workgroup sees this as
an indication of the successful implementation of the Central San Return-to-Work
Program that places employees back on the job with modifications or job reassignment
instead of resulting lost workdays. This provides an opportunity for the employee to
work-harden and remain a part of the Central San culture while recovering from their
injury/illness.
Previously, the Board of Directors requested comparisons of Central San to other
industries. Unfortunately, the BLS Rates for 2020 were not available for this
comparison at the time of this report. BLS Rates were pulled from 2019 for utility
systems for local governments. These local governments include cities, counties,

community service districts, park and recreation districts, etc. that perform underground
construction, road, facilities maintenance, and utility work.
Central San's Incident Rate is 70% lower than the rate of the Local Government -
Construction and Local Government — Utilities. Additionally, the Days Away Rate is half
the rate of these two Categories at 0.7 and 1.4, respectively.
Safety Training
The Safety Workgroup is responsible for assessing Central San's safety training needs,
developing and coordinating safety training programs, and monitoring and evaluating
the effectiveness of the programs. During CY 2020, the Safety Workgroup implemented
Online Safety Training Coursework through Target Solutions. Employees completed
5,039 individual training courses on 201 separate training subjects. Examples are

Safety Accomplishments
In CY 2020, the following Safety accomplishments were achieved:
• Responded to Local and National Emergencies:
1. Wildfires of 2020 — Air Quality Health Emergency
• Developed Safety Directive 7.1 - Protection from Wildfire Smoke
• Monitoring of Air Quality Reports, and issue guidance and N95
masks to affected personnel
2. COVID-19 Pandemic — Ongoing
• Developed COVID-19 Exposure Prevention Plan
• Developed and reviewed Contractor COVID-19 protocols and
symptom monitoring before allowing work in the Treatment Plant
• Established rotational testing with the County and obtained first-
responder status to speed up the testing process
• Assisted the Engineering and Technical Services Department and
HDR, Inc. in implementing engineering controls at all sites to
minimize employee exposures
• Developed Disinfection Matrix for facilities and janitorial services to
ensure work areas are properly cleaned and disinfected
• Conducted contact tracing for COVID-19 positive cases and
reporting to Contra Costa Health Services
• Quick response to open action items within the District Safety Committee. The
District Safety Committee received 12 Safety Suggestions in the past year. The
current timeframe for an open action item is less than 60 days.
• 0 - First Level (High Frequency/Severity)
• 2 - Second Level (Low Frequency/Severity)
• Plant Maintenance completed 186 Safety Work Orders.
• Worked closely with Capital Projects to provide design reviews, submittal
reviews, contractor orientations, and construction safety oversight.
• Conducted nine Contractor Safety Orientations
• Conducted 55 Design and Safety Submittal Reviews
• Attended 95 Construction Progress Meetings
• Administration and Engineering and Technical Services Departments went the
entire CY 2020 with zero lost workdays for a total of 1785 days since the last lost
time incident.
• Collection Systems Division has had 332 days since the last lost time incident in
CY 2020.
• Maintained chemical inventory and reconciled safety data sheets with
MSDSonline.com.

• Continue improving customer service through:
• Increased visibility in contractor project oversight and design reviews
• Participation in a greater number of tailgate meetings
• Increased job worksite and facility inspections
• Continue monitoring safety metrics, including both leading and lagging indicators
to identify trends (incident reports, first aids only, near misses, inspection
findings, etc.).
• Maximize employee safety by continuously updating and implementing the
COVID-19 Exposure Prevention Plan to match the changing guidelines from the
CDC and OSHA.
• Work closely with Management and staff to ensure employee safety and
continuity of operations during the pandemic.
• Ensure contractors comply with COVID-19 safety standards when working in the
Treatment Plant.
• Continue involvement in the design, planning, and safety oversight of
construction projects.
• Update the public address system in the Treatment Plant and Collection System
Operations Division for effective communication during emergencies.
• Develop pre-employment and post-employment medical evaluation matrix.
• Manage the Interactive Process for industrial and non-industrial injuries.
• Continue implementation of Safety on-boarding protocols which identify required
training, medical evaluations, and testing for each position, and incorporate into
the new Oracle Enterprise Resource Planning system.

• Integrated Safety Workgroup into Human Resources &Organizational
Development Division.
• Developed Protection from Wildfire Smoke - Safety Directive 7.1.
• Developed the COVID-19 Exposure Prevention Plan to ensure
employee safety and continuity of operations.
• Developed and reviewed Contractor COVID-19 protocols and symptom
monitoring before allowing work in the Treatment Plant.
• Established COVID-19 rotational testing with the County and obtained
first-responder status to speed up the testing process.
• Evaluated COVID-19 testing options and kept employees/bargaining
units informed of their options.
• Assisted Engineering and Technical Services Department and
consulting firm, HDR, Inc. to implement engineering controls in the
Treatment Plant, CSO, and the offices to help minimize employee
exposure.
• Developed Disinfection Matrix for facilities staff/janitorial to ensure
