SUBJECT: RECEIVE UPDATE ON THE MOST RECENT MEETINGS OF THE BAYAREA
CLEAN WATER AGENCIES (BACWA)
BACWA Executive Board Meeting: December 18, 2020
Key Discussions:
Toxicity: Continued discussion on the Test of Significant Toxicity adoption and implementation. The
Office of Administrative Law Judges and US Environmental Protection Agency approval expected April -
June 2021.
Nutrients: Mike Falk of HDR presented a preview of the Nutrient Watershed Permit group annual report
(due February 1, 2021). Paul Stacey presented on Nutrient Trading programs and considerations for
developing a trading scheme. BACWA is learning more about potential trading and has yet to determine
whether it will move forward with developing some type of avenue for trading.
COVID-19: Roundtable discussion. Agencies are generally seeing increases in the number of cases
among staff, though it does not appear that spread is occurring at worksites.
BACWA Executive Board Meeting: January 15, 2021
Key Discussions:
Nutrients: Mike Falk of HDR presented on the annual group report to the Regional Water Board, which is
due February 1, 2021. He discussed the 2020 data with the BACWA members. Mike Connor was
selected as a consultant to BACWA to review and analyze technical nutrient Science Program information
for BACWA members. BACWA will be sending out a survey to members to help better understand
nutrient data variability. Mike Falk of HDR will be reviewing the information to assess variability. David
Senn of the San Francisco Estuary Institute presented an update on the Science Plan focusing on the
main management questions.

Air Related: Sarah Deslauriers of Carollo, a BACWA Air Committee Consultant, gave an update on the
status of Rule 11-18, regarding toxic emissions reduction. I mplementation will likely begin 2023. The
group also discussed new Best Available Control Technology guidelines for emergency/backup diesel
engines.
