HR Report- Fourth Quarter 2020 January 21, 2021 Regular Board Meeting Agenda Packet- Page 77 of 119 Page 2 of 8 ATTACHMENT 1 Board Meeting of January 21 , 2021 General Manager Written Announcements PROJECT UPDATES 1) Public Bidding for Contractor Staging Improvements, District Project 7375 The Contractor Staging Improvements Project will address the need to improve the contractor staging area within the treatment plant to accommodate multiple contractors, enhance security and safety, improve access for deliveries, and separate, to the extent possible, the construction projects from Central San's daily operations. These new facilities are scheduled to be used under the Solids Handling Facility Improvements Project and will benefit all future treatment plant projects. In addition, the construction of the Recreational Vehicle (RV) Dumping Station will be bid as an additive item for consideration. This project will be advertised on February 12 and 19, 2021 . Bids are scheduled to be opened on March 11, 2021. The Engineer's estimate is $4,000,000. More information will be presented when the Board is asked to award the construction contract on April 1, 2021 . HUMAN RESOURCES 2) Central San Welcomes the Following New Employees: a) Steve McDonald, Director of Operations Steve McDonald joined Central San effective January 11, 2021 as the new Director of Operations. Steve has over thirty years of environmental engineering experience and is a licensed professional civil and mechanical engineer in six states. He holds Bachelor of Science degrees in Biology and Chemical Engineering, and a Master's degree in Business Administration in Finance. Steve is no stranger to Central San, having started his career as an engineer in the Special Projects Division. After leaving Central San, he served over twenty years as a partner with Carollo Engineers as one of the nine National Technical Practice Directors, responsible for delivering process and operational efficiency projects, master plans, asset management programs, and Capital Improvement Plans. He is the developer of integrated engineering and financial Utilities Management Automation (UMATM) software applications to optimize operations and maintenance costs and Capital Improvement Program projects. January 21, 2021 Regular Board Meeting Agenda Packet- Page 78 of 119 Page 3 of 8 Written Announcements January 21, 2021 Page 2 of 6 Steve was most recently a principal with McGovern McDonald Engineers, working with wastewater agencies from Florida to Hawaii on retrofit and optimization projects. Steve and his wife, Patricia McGovern, live in Alamo. They are currently raising their four young boys, assisting them in distance learning. b) Troy Foul_ger, Utility Worker Troy Foulger joined us as a Utility Worker in the Operations Department, Plant Maintenance Division, effective December 21, 2020, and is working with the Buildings and Grounds team. Troy was raised in Martinez and spent time with Central San as a temporary employee, working one year with Buildings and Grounds and another year at the Household Hazardous Waste Facility. Following his time with Central San, Troy was employed as a Mechanic with the City of Martinez, and he also worked at Lawrence Livermore Lab in the Construction Department. He and his wife currently reside in Oakley. Troy is a valuable addition to the Plant Maintenance Group and we look forward to him having a long and prosperous career with Central San. c) Kathleen Rodriquez, Senior Right-of-Way Agent Kathleen Rodriguez joined us as a Senior Right-of-Way Agent in the Engineering Department, Planning and Development Services Division, effective December 21, 2020. Kathleen holds a master's degree and a California Real Estate Broker's license. She is a notary public and is a Senior Member of the International Right-of-Way Association (IRWA). Kathleen has over 15 years of experience coordinating real estate transactions between public agencies, private utility owners and governmental agencies. Her previous public employment includes the City of San Jose, and Central San from 2008-2014. We are pleased to have Kathleen rejoin Central San's team. d) Samuel Rodriquez, Staff Engineer Samuel Rodriguez joined us as a Staff Engineer in the Operations Department, Plant Maintenance Division, effective December 21, 2020. Sam recently graduated from Cal State Maritime Academy in Vallejo and joined the Reliability Engineering group in June as an intern. He has had previous experience as a building and design engineer for mechanical systems and has been able to quickly get up to speed with operations and processes around the plant. Sam has become a valuable addition to the team and is pleased to continue his career at Central San. e) Jeremy deBonneville, Utility Worker Jeremy deBonneville joined us as a Utility Worker in the Operations Department, Plant Maintenance Division, effective January 4, 2021, working with the Buildings and Grounds team. Jeremy was raised in Martinez and has spent 20 years working in the Maintenance Department of the Martinez January 21, 2021 Regular Board Meeting Agenda Packet- Page 79 of 119 Page 4 of 8 Written Announcements January 21, 2021 Page 3 of 6 Unified School District. Following much prodding by Central San employees who knew him, he finally applied to and was hired by the District. Jeremy still lives in Martinez with no plans to leave. He is a talented and experienced addition to the Maintenance Group and we look forward to him having a long and prosperous career with the District. f) Sean Cofer, Maintenance Crew Member 1 Sean Cofer joined us as a Maintenance Crew Member I in the Operations Department, Collection Systems Operation Division, effective January 4, 2021. Before being hired at Central San, he was employed at the City of Concord in the Sewer Division for almost seven years. Sean began his time there in the construction section, where he repaired sections of sewer mains and laterals. The majority of Sean's time at the City of Concord was spent running a HydroVac, performing routine maintenance and responding to overflows. He also worked in the closed-circuit television (CCTV) section inspecting mains and verifying possible breaks, offsets, voids, root intrusion, and grease deposits. Over the last few months, Sean was working in the USA Section locating sewer and storm drain lines. We are pleased to welcome Sean as part of our team. g) Eric Goin, Electrical Technician Eric Goin joined us as an Electrical Technician in the Operations Department, Plant Maintenance Division, effective January 11, 2021. He comes to the District from Vallejo Flood and Wastewater, where he held the position of Electrical/Instrumentation Technician. Before that, Eric was an electrician at Shell Oil Refinery in Martinez and was trained through IBEW Local 302. The Electrical Department is very pleased to have this talented individual on board. h) Kenneth Rosenstiel, Maintenance Crew Member 1 Kenneth Rosenstiel joined us as a Maintenance Crew Member I in the Operations Department, Collection Systems Operation, effective January 11, 2021. Ken grew up in Brentwood before moving to Colorado to start a small business. Upon his return, he took a temporary position at Central San in the Maintenance Shop on the Martinez campus before accepting this permanent position with the Collection System. Overall, Ken has 20 years of experience in the construction field and sewer industry. We feel he will be an asset to the District in helping to accomplish our Mission, Vision and Goals. 3) Update on Personnel Actions — Fourth Quarter 2020 See Attachment 2 for the Human Resources report covering personnel actions for October 1 through December 31, 2020.
