Ldw using shortage has led more people to use RVs for low-cost elling as housing costs continue to climb in the Bay Area. 3 EXAMPLE: VALLEJO FLOOD AND WASTEWATER DISTRICT'S RV DUMP SERVICES • Program started in the 1990's to address illegal storm drain dumping. • Service is free to anyone.
