SUBJECT: RECEIVE UPDATE ON SATELLITE WATER RECYCLING FACILITIES,
INCLUDINGA REQUEST FORA FACILITY IN ROSSMOOR, AND DISCUSS
CREATION OFA DISTRICT POLICY FOR CONSIDERATION OF FUTURE
SATELLITE RECYCLING FACILITIES
Staff has recently been approached by Brezack&Associates Planning, on behalf of the Golden Rain
Foundation, with a request to develop a Satellite Water Recycling Facility (SW RF)to serve the Rossmoor
Community in Walnut Creek. Since Central San had previously supported the development of a SW RF
Demonstration Project with the Diablo Country Club, which has not moved forward or had any activity with
Central San since December 2018, staff would like to initiate a policy conversation with the Real Estate,
Environmental & Planning (REEP) Committee on the topic of SWRFs and how they will be considered by
Central San.
Staff looks forward to reviewing the attached presentation at the January REEP Committee meeting.
Strategic Plan Tie-In

DCC SWRF - BACKGROUND
• MOUs executed by Central San, DCC and EBMUD in 2012
and by Central San and DCC in 2015
• Planning Agreement Executed in August 2016
• Environmental Review with Central San as California
Environmental Quality Act (CEQA) Lead Agency
• CEQA Initial Study completed in 2017 and included two
Open House sessions held in June 2017 at DCC to
receive public input on the Project as part of the
environmental review process
6Design-Build Procurement
Plan was to procure the project privately as a design-
build, then turn it over to Central San to own and operate
Procurement was initiated in January 2018

PROPOSED GOLDEN RAIN FOUNDATION
SWRF MODEL
• City of Walnut Creek would serve as CEQA Lead
Agency.
• Central San would allow wastewater diversion and
accept return of waste solids from SWRF.
• Golden Rain Foundation would finance the project
and procure it as a design-build-operate.
• An MOU with EBMUD, City of Walnut Creek and
Golden Rain Foundation is currently in
development.

POTENTIAL ISSUES
• Collection System Impacts
• Solids deposition, odors, and/or corrosion from
the lack of carrying water
• More frequent cleaning required
• Proposition 218 Compliance
• Conflict with Board Recycled Water Goals
• Wholesale recycled water study favored
P
rojects with consistent, year-round demand
• Inadequate supply at main Treatment Plant to
support centralized recycled water projects

POLICY ISSUES
• Limiting the number of SWRFs
• There are approximately 16 golf courses in
Central San's service area.
• Should we have a single Demonstration Project
first to gauge performance and impacts before
allowing other SWRFs to advance?
• Committing our wastewater supply
• There is a limited supply of wastewater.
• Should we assign a cost to this valuable
resource?
