ORGANIZATIONAL CAPABILITY:
THREE LEVELS
1 . Compliance
2. Readiness
3. Resilience
1 . COMPLIANCE
Org meets the criteria to request federal
and/or state disaster recovery funds:
CCCSD has an Emergency Operations Plan
and complies with SEMSMIMS
CCCSD conducts at least one EOC activation
exercise per year
4
s
December 15, 2020 Regular ADM IN Committee Meeting Agenda Packet- Page 46 of 69
Page 10 of 24
2. READINESS
Org personnel are sufficiently trained and equipped to
respond to most kinds of emergencies.
Org has invested time, resources in planning and
preparedness efforts, including:
• Providing ongoing training and exercises
• Assessing broader universe of risks and implementing
preventive measures
• Linking Emergency Operation Plan with Continuity,
Mitigation etc.
• Coordinating with other jurisdictions etc.
3. RESILIENCE
• FEMA defines as `The capacity of people,
organizations or systems to adapt to changing
conditions and withstand and rapidly recover
from disruption due to emergencies'
Lis able to maintain essential functions while
ponding to a disaster — continuity and
ergency response efforts happen
currently.

MAJOR COVID-19 ISSUES
• Diligent monitoring in early 2020 converted to quarantining with little to
no time to plan.
• Guidance
• Sourcing Essential Items
• Laptops/software to support Teleworking
• PPE—masks,sanitizer not available
• Planning for sequestration if needed(i.e.dry clean the sleeping bags, keep
sufficient food and water on hand)
• HR/Benefits impacts from Teleworking
• Immediate need to learn remote software (Teams etc.)
• State and local actions changed often, PIO and communications team
stayed connect
• Workers'Comp issues per State actions
• Creating Safe Workspaces for onsite staff
• Reopening requirements
