PROJECT UPDATES
1) Public Bidding for South Orinda Sewer Renovations, Phase I, District Project
8461
The South Orinda Sewer Renovations, Phase 8, is part of the ongoing Collection System
Sewer Renovation Program. This project will renovate approximately 5,100 feet of sewer
mains, primarily 6- and 8-inch clay sewers, and several aerial crossings located at Lost
Valley Drive in the City of Orinda. Construction activities will include open trench, pilot
tube guided boring, and pipe bursting within public rights-of-way and private easements.
Due to the location of the easements, several permits including the California Department
of Fish and Wildlife and State Water Resource Board will be finalized and included in the
project. Due to COVID-19, the community outreach is performed through online resources
and posted on the District's website and notification letters have been sent to the
impacted residents and neighborhoods.
This project will be advertised January 11 and 19, 2021, and the bid opening is scheduled
for February 2, 2021. The Engineer's estimate is $4,250,000. More information will be
presented when the Board is asked to award the construction contract on March 4, 2021.
2) Central San Seeking Professional Engineering Services for the Ultraviolet
(UV) Disinfection Replacement, District Project (DP) 10012, and UV Hydraulic
Improvements, DP 10013
The UV Disinfection Replacement Project will perform a condition assessment and
determine the optimal future disinfection system for Central San. The UV Hydraulic
Improvements Project will complete a hydraulic evaluation of the UV disinfection system
and final effluent channels to increase disinfection capacity and recommend
improvements. Staff has recommended combining the evaluation, planning, future design,
and potential engineering services during construction with one engineering consultant
firm since the projects are interrelated and needed to determine the best alternative for
Central San.
Staff is scheduled to solicit a formal Request for Proposals (RFP) from qualified
consultant firms in January 2021. Consultant fees are estimated to reach up to
$3,500,000 if fully utilized. At this time, planning and predesign fees are estimated at
$750,000.
The projects and services under the RFP have been presented to Central San's
Executive Technical Review Team and were supported by the Engineering and
Operations Committee on December 1, 2020. More information will be presented at the
December 17, 2020 Regular Board Meeting Agenda Packet- Page 161 of 173

March 4, 2021 Board meeting when staff expects to request approval of an agreement
with the selected consultant.
HUMAN RESOURCES
3) Central San Welcomes New Employee Trevor Smith, Maintenance
Technician II
Trevor Smith joined Central San as a Maintenance Technician II in the Plant Operations
Department's Maintenance Division Mechanical Shop effective November 23, 2020.
Trevor came to Central San from Contra Costa Water District, where he was a
Maintenance Mechanic for the last three years. Before that, he worked for the USS
POSCO Steel Mill in Pittsburg, California, for 12 years as a Maintenance Planner and
Mechanic. Trevor is happy to be joining the close-knit team serving Central San's
Treatment Plant.
