Division map and election sequencing adopted 11-16-20 December 3, 2020 Regular Board Meeting Agenda Packet- Page 95 of 106 Page 2 of 5 ATTACHMENT 1 Board Meeting of December 3, 2020 General Manager Written Announcements AREA-BASED ELECTIONS 1) Central San Adopts Boundary Map and Election Sequencing Schedule for Area-Based Elections Central San has transitioned from an at-large election system to an area-based election system. Under the previous at-large election system, all five members of the Board of Directors were chosen by constituents from the District's entire service area. Under area- based elections, the District has been divided into five separate election areas—called "divisions"—and voters residing in each area will select one representative to serve on the Board. Why did Central San make this change? In July 2020, a certified letter was received from a Malibu-based law firm asserting that the District's at-large election system violates the California Voting Rights Act. Central San is not alone; many special districts, cities, and school districts have received similar letters in recent years. The letter did not provide any evidence of a violation. However, based on similar cases in other jurisdictions, litigation over this issue is usually very expensive – as much as $1 million or more. To avoid this significant cost to customers, the Board adopted a resolution on August 20, 2020 declaring an intention to transition to area-based elections. What has been done so far? After a series of five public hearings starting September 30 and ending November 16, the Central San Board adopted by resolution the attached Map (Attachment 2) setting forth director division boundaries and the following sequence of elections: Divisions 2 and 3 on the ballot in 2022, and Divisions 1, 4 and 5 on the ballot in 2024. What is next? Next summer, after the 2020 Census data for the District's service area is received, Central San will be holding an additional series of public hearings to reshape the boundaries to their final form based on the new census data. Divisions 2 and 3 will be in effect for the 2022 election cycle. Please plan to join us next summer to help ensure the best representation for all customers. Questions? December 3, 2020 Regular Board Meeting Agenda Packet- Page 96 of 106 Page 3 of 5 Written Announcements December 3, 2020 Page 2 of 3 HUMAN RESOURCES 2) Central San Welcomes New Employee, Frank Ferguson, Utility Worker Frank Ferguson is the new Utility Worker in the Buildings and Grounds Division effective November 5, 2020. He attended school locally and comes to us following a career in the US Navy. During his deployment, Frank provided oversight and management of the Operation and Maintenance of the pumping systems onboard multiple Navy Ships, specifically the USS Enterprise and the USS Kidd. This included the maintenance and operation of multiple fuel oil, ballast systems, potable and non-potable water systems and numerous other transfers. He also was a member of the Hazardous Waste management and cleanup team in Norfolk, Virginia, and San Diego, California. Since his discharge from the Navy, Frank has been attending college and honing his maintenance skills and refining his welding abilities. He has filled two temporary assignments to Central San; one as a Summer Student in the Mechanic Shop and most recently as a Temporary Utility Worker in the Buildings and Grounds Shop. Frank is a valuable addition to Maintenance Group. We thank him for his service to our Country and look forward to him enjoying a long and prosperous career at the District. 3) Central San Welcomes New Employee, Justine Gleason, Chemist I Justine Gleason joins Central San as a Chemist I in the Environmental and Regulatory Compliance Division effective November 16, 2020. Justine comes to Central San from The Dilworth Center located in Charlotte, North Carolina, where she was formerly a Laboratory Scientist and Technical Supervisor in a clinical laboratory setting. Prior to this, she worked as a Laboratory Analyst II for Charlotte Water where she utilized Gas Chromatograph - Electron Capture Detector instrumentation for the analysis of Pesticides, Polychlorinated Biphenyls, and Haloacetic Acids in wastewater matrices. Justine grew up right outside of Philadelphia in Pennsauken, New Jersey, and received her undergraduate degree from Rowan University, majoring in Chemistry with a minor in Mathematics. She earned a master's degree in Civil Engineering with an emphasis on Environmental Engineering from the University of North Carolina at Charlotte, where her master's thesis studied mineral catalysts to replace commonly used activated carbon to quench hydrogen peroxide residuals left over from advanced oxidation disinfection used in drinking water applications. In her free time, Justine enjoys rock climbing and hiking as well as a good science fiction book. We are excited to have Justine join the Central San Laboratory. December 3, 2020 Regular Board Meeting Agenda Packet- Page 97 of 106 Page 4 of 5 Written Announcements December 3, 2020 Page 3 of 3 ENERGY RESOURCES 4) Natural Gas Pre-Purchased for First Quarter of 2021 Central San uses approximately 420,000 decatherms of natural gas (NG) annually for the Treatment Plant's Cogeneration System and as backup fuel to landfill gas in the multiple- hearth furnaces and auxiliary steam boilers. The Board of Directors periodically authorizes the General Manager to pre-purchase NG for those purposes to allow staff the flexibility to respond to market changes in NG pricing. On June 18, 2020, the Board of Directors authorized the General Manager to purchase natural gas (NG) through 2022 with a $4.00 per MMBtu limit. Consistent with this direction, on November 19, 2020, staff arranged to purchase 333 MMBtu per day at $3.64 per MMBtu from January to March of 2021.
