CENTRAL SAN BOARD OF DIRECTORS POSITION PAPER MEETING DATE: DECEMBER 3, 2020 SUBJECT: ADOPT RESOLUTION NO. 2020-061 ACCEPTING THE NOVEMBER 3, 2020 CONSOLIDATED ELECTION RESULTS SUBMITTED BY: INITIATING DEPARTMENT: KATIE YOUNG, SECRETARY OF THE SECRETARYOF THE DISTRICT DISTRICT Roger S. Bailey General Manager ISSUE The Board is asked to adopt a resolution accepting the official results of the November 3, 2020 consolidated election in which three Central Contra Costa Sanitary District Board Members were elected. BACKGROUND A consolidated District election was held on November 3, 2020 for the election of three Board Members. The election was conducted by the Contra Costa County Elections Department in accordance with the California Elections Code and the Health and Safety Code. The estimated cost for the 2020 election submitted by the Elections Department is $1.25 - $1.75 per registered voter. The estimated number of registered voters in the District as of May 17, 2020 was 219,370, which amounts to an election cost of$274,213 - $383,898. This does not include the cost of the six candidate statements or other miscellaneous costs. Information regarding the final cost of the election will be provided to the Board when it is received from the County. For the three positions of Board Member, as of November 24, 2020, the candidates listed received the following votes (unofficial): December 3, 2020 Regular Board Meeting Agenda Packet- Page 91 of 106 Page 2 of 4 Candidate Votes Percentage Tad J. The official results of the canvass of the election will be attached to the resolution as Exhibit A when received and will be distributed as a handout prior to the meeting. ALTERNATIVES/CONSIDERATIONS None. FINANCIAL IMPACTS The Elections Office estimated the cost of the election to be $274,213 - $383,898. The additional cost to Central San of the six candidate statements is $21,278, which reflects the $500 deposit paid by each candidate. COMMITTEE RECOMMENDATION This matter was not reviewed by a Board Committee. RECOMMENDED BOARD ACTION Adopt the proposed resolution accepting the results of the Central Contra Costa Sanitary District consolidated election held November 3, 2020. Proposed Resolution (without Exhibit A) December 3, 2020 Regular Board Meeting Agenda Packet- Page 92 of 106 Page 3 of 4 RESOLUTION NO. 2020-061 A RESOLUTION ACCEPTING THE RESULTS OF THE NOVEMBER 3, 2020 CONSOLIDATED ELECTION FOR THE CENTRAL CONTRA COSTA SANITARY DISTRICT WHEREAS, a consolidated election was held in the Central Contra Costa Sanitary District (Central San) on Tuesday, November 3, 2020 for the election of two Board Members; and WHEREAS, the election was conducted by the Contra Costa County Elections Department in the manner required by the provisions of the California Election Code and the California Health and Safety Code; and WHEREAS, the County Clerk of Contra Costa County has duly canvassed the votes and has verified the results of the votes cast, which certification is now on file in the Office of the Secretary of the District. Lauritzen and Barbara D. Hockett for terms of four years.
