RESOLUTION COMMENDING JAMES A. NEJEDLY
FOR HIS SERVICE AS A MEMBER OF THE
CENTRAL CONTRA COSTA SANITARY DISTRICT
BOARD OF DIRECTORS
WHEREAS, Board Member James A. Nejedly has served on the Board of Directors of
the Central Contra Costa Sanitary District from December 1996 to December 2020, a
total of 24 years; and
WHEREAS, Board Member Nejedly served as President of the Board seven times,
providing guidance and leadership to the District, serving two years in a row in 2012 and
2013 to provide stability and continuity during a time of considerable change at Central
San; and
WHEREAS, during the last 24 years, with Board Member Nejedly's support, the District
has successfully met the challenges presented by population growth, rising costs, and
increasing environmental demands in a cost-effective and environmentally sensitive
manner; and
WHEREAS, under his able leadership, the District accomplished significant goals and
objectives, promoting the mission, vision and values of the District to be a high-
performance organization that provides exceptional customer service and full regulatory
compliance at responsible rates; and
WHEREAS, during his tenure, the Household Hazardous Waste Collection Facility, the
Environmental Laboratory, and the Collection System Operations headquarters were
built; and
WHEREAS, Board Member Nejedly's service to the District was marked by significant
achievements and innovative projects, including replacement of chlorine by ultraviolet
disinfection; transition of solid waste franchising responsibility from the District to the
Cities and County; completion of the Dougherty Tunnel and San Ramon Pumping
Station projects; the landmark decision to sewer the Alhambra Valley, improving the
Alhambra Creek watershed for future generations; the increase of the rated capacity of
the District treatment plant from 45 MGD to 53.8 MGD; implementation of a mandatory
amalgam separator program for all dentists in the service area, significantly reducing
the discharge of mercury to our plant by dental offices; and the Pharmaceutical Disposal
Program that met with overwhelming public support, resulting in the expansion of the
initial pilot program from three drop-off sites to 11 locations for the safe disposal of
medications by the public; and
WHEREAS, during his time at the District, sewer system overflows were reduced to
record low numbers due to his and the Board's support of increased inspections,
cleaning, repair and rehabilitation of the collection system; and

WHEREAS, while serving on the District's Board, Central San celebrated its 50tH 60th
and, most recently, its 70th anniversary, the latter of which was celebrated with a
successful, educational, and fun open house for over 1,000 Central San customers and
stakeholders; and
WHEREAS, the District celebrated the 20th anniversary of the Household Hazardous
Waste Collection Facility, of which Member Nejedly has been a staunch supporter since
its inception in 1997, and which has collected more than 36 million pounds of household
hazardous waste; and
WHEREAS, under his leadership, lengthy labor negotiations resulted in multiple labor
agreements with the District's three bargaining groups; and
WHEREAS, during his tenure, the District implemented a comprehensive asset
management program; and
WHEREAS, during his tenure, the District reduced its Unfunded Actuarially Accrued
Liability (UAAL) from $142 million to $60 million, and its Other Post-Employment
Benefits (OPEB) from $78 million to $10 million; and
WHEREAS, during Member Nejedly's time in office, a Comprehensive Wastewater
Master Plan was developed that will guide the District along a successful path for years
to come Central San, and the Board adopted a four-year Sewer Service Charge rate
increase and pursued low-cost, long-term financing from the California State Revolving
Fund program to help fund the expanded capital improvement program under the
CWMP; and
WHEREAS, with the support of the entire Central San Board, implemented innovative
community outreach programs, including new curricula to help Kindergarten through
second graders become aware of how their actions impact water quality and impact
Central San's infrastructure ("Pipe Protectors"), and high school students integrate
biology, chemistry, physics and math with water quality and pollution prevention
concepts ("Sewer Science"), and establishment of a citizen's academy to educate
customers about the core services provided by Central San and inspire them to become
ambassadors for Central San and its environmental messages; and
WHEREAS, during his tenure, the District received the U. S. EPA National First Place
Award for Outstanding Pretreatment Program, U. S. EPA National First Place Award for
Operations and Maintenance Excellence, the California Water Environment Association
(CWEA) Treatment Plant and Collection System of the Year Awards, 20 consecutive
Certificate of Achievement for Excellence in Financial Reporting Awards from the
Government Finance Officers Association for the District's Comprehensive Annual

Financial Report, ten National Purchasing Institute Achievement of Excellence in
Procurement Awards, the National Association of Clean Water Agencies Platinum
Awards for 100% compliance with National Pollutant Discharge Elimination System
permit requirements for 22 consecutive years, Municipal Information Systems
Association of California excellence in IT Practices Award for the past three years, three
consecutive years of receiving the GFOA Distinguished Budget Presentation Award;
and four consecutive cycles of receiving the "Transparency Certificate of Excellence"
offered by the Special District Leadership Foundation in recognition of Central San's
outstanding efforts to promote transparency and good governance; and
WHEREAS, Board Member Nejedly has spent many years dedicating his time and
enthusiasm to the District, consistently fulfilling the responsibilities this position with his
strong blend of common sense and pragmatism mixed with the highest degree of
professionalism and personal integrity.
NOW, THEREFORE, BE IT RESOLVED that the Board of Directors of the Central
Contra Costa Sanitary District hereby honors and commends James A. Nejedly for his
outstanding service to the District.
