Causey for his eight years of service as a Central San Board Member. ATTACHMENTS: 1. CAUSEY FOR HIS SERVICE AS A MEMBER OF THE CENTRAL CONTRA COSTA SANITARY DISTRICT BOARD OF DIRECTORS WHEREAS, Board Member Paul H. Causey has served on the Board of Directors of the Central Contra Costa Sanitary District (Central San) from December 2012 to December 2020, a total of eight years; and WHEREAS, Board Member Causey served as President of the Board in 2017, providing guidance and leadership to the District; and WHEREAS, during the last eight years, with Board Member Causey's support, the District has successfully met the challenges presented by population growth, rising costs, and increasing environmental demands in a cost-effective and environmentally sensitive manner; and WHEREAS, under his able leadership, the District accomplished significant goals and objectives, promoting the mission, vision and values of the District to be a high- performance organization that provides exceptional customer service and full regulatory compliance at responsible rates; and WHEREAS, during his tenure, the District hired a General Manager, Deputy General Manager, Director of Administration, Director of Engineering and Secretary of the District; and WHEREAS, during Member Causey's tenure, the District rapidly expanded the Residential Recycled Water Fill Station, added a new commercial fill station and an employee fill station to accommodate a 2,500 percent increase in recycled water demand; and WHEREAS, during his time at the District, sewer system overflows were reduced to record low numbers due to his and the Board's support of increased inspections, cleaning, repair and rehabilitation of the collection system; and WHEREAS, under his leadership, lengthy labor negotiations resulted in multiple labor agreements with the District's three bargaining groups; and WHEREAS, in the early years of Member Causey's term, the District began the process of developing a Comprehensive Wastewater Master Plan (CWMP) that will guide the District along a successful path for years to come, conducted customer focus groups to provide critical stakeholder input, and increased interagency cooperation, community presence, and meetings with elected officials; and Resolution No. 2020-059 Central Contra Costa Sanitary District Page 2of4 WHEREAS, during Member Causey's time in office, Central San adopted a four-year Sewer Service Charge rate increase, and pursued low-cost, long-term financing from the California State Revolving Fund program to help fund the expanded capital improvement program under the CWMP and allow for intergenerational equity; and WHEREAS, during his presidency, Central San was recognized as one of the world's most successful wastewater utilities and was inducted into the Leading Utilities of the World; and WHEREAS, with the support of the entire Central San Board, implemented innovative community outreach programs, including new curricula to help Kindergarten through second graders become aware of how their actions impact water quality and impact Central San's infrastructure ("Pipe Protectors"), and high school students integrate biology, chemistry, physics and math with water quality and pollution prevention concepts ("Sewer Science"), and establishment of a citizen's academy to educate customers about the core services provided by Central San and inspire them to become ambassadors for Central San and its environmental messages; and WHEREAS, while serving on the District's Board, Central San celebrated its 70th anniversary with a successful, educational, and fun open house for over 1,000 Central San customers and stakeholders, as well as the 20th anniversary of the Household Hazardous Waste Collection Facility, which has collected more than 36 million pounds of household hazardous waste since 1997; and WHEREAS, under his leadership and prudence, the annual Capital Improvement Budget was revised from a program-based allocation method for budgeting to individual projects for additional transparency and costs analysis, emphasizing the importance of asset management, the creation of a single contingency budget account and future planning; thereby, ensuring the Ten-Year Capital Improvement Plan was adequately funded for critical infrastructure at reasonable costs and minimizing rate increases; and WHEREAS, during his tenure, the District implemented a comprehensive asset management program; and WHEREAS, during his tenure, the District reduced its Unfunded Actuarially Accrued Liability (UAAL) from $142 million to $60 million, and its Other Post-Employment Benefits (OPEB) from $78 million to $10 million; and WHEREAS, during his term, the District received the U.S. EPA National First Place Award for Outstanding Pretreatment Program, U.S. EPA National First Place Award for Resolution No. 2020-059 Central Contra Costa Sanitary District Page 3 of 4 Operations and Maintenance Excellence, the California Water Environment Association Treatment Plant and Collection System of the Year Awards, eight consecutive Certificate of Achievement for Excellence in Financial Reporting Awards from the Government Finance Officers Association (GFOA) for the District's Comprehensive Annual Financial Report, eight National Purchasing Institute Achievement of Excellence in Procurement Awards, the National Association of Clean Water Agencies Platinum Awards for 100% compliance with National Pollutant Discharge Elimination System permit requirements for 22 consecutive years, Municipal Information Systems Association of California excellence in IT Practices Award for the past three years, three consecutive years of receiving the GFOA Distinguished Budget Presentation Award; and four consecutive cycles of receiving the "Transparency Certificate of Excellence" offered by the Special District Leadership Foundation in recognition of Central San's outstanding efforts to promote transparency and good governance; and WHEREAS, throughout his time with Central San, Member Causey was a passionate advocate for the expansion of solar energy use, which most recently led to the execution of a power purchase agreement for a 1.75 megawatt solar energy project on Central San's Lagiss property, which will offset all of Central San's current average annual electrical grid purchases across the operation for at least the next 25 years; and WHEREAS, Board Member Causey has spent many years dedicating his time and enthusiasm to the District and has fulfilled the responsibilities of his position with the highest degree of professionalism and personal integrity. NOW, THEREFORE, BE IT RESOLVED that the Board of Directors of the Central San hereby honors and commends Paul H. Causey for his outstanding eight years of service to the District.
