BAILEY, GENERAL MANAGER SUBJECT: HOLD PUBLIC HEARING TO RECEIVE INPUT FROM THE COMMUNITY REGARDING DRAFT BOUNDARY MAPS AND COMPOSITION OF DIVISIONS TO BE ESTABLISHED FOR DIVISION-BASED ELECTIONS PURSUANT TO ELECTIONS CODE SECTION 10010 Background This is the sixth in a series of public hearings held in recent months to receive input regarding the composition of potential electoral division boundaries as a result of the Board's decision on August 20, 2020 to transition to an area-based election system. The first two hearings held September 3 and 21 were to obtain community input on potential division boundaries. At the third public hearing held October 14, Central San's demographer, Douglas Johnson, presented five draft maps and received feedback to add one more map for consideration at the public hearing held November 4. On November 4, a fourth public hearing was held during which Mr. Johnson presented all six draft maps. After the public hearing, the Board narrowed the maps to two, including a proposed election sequencing schedule. A fifth public hearing will take place November 16 to receive community and Board Member input on the two draft maps and options for election sequencing. If the Board Members adopt a resolution selecting a final division-based map and election sequencing schedule on November 16, there will be no need for this meeting and it will be cancelled. If, however, such action is not taken, this meeting will go forward and it is expected that the Board will take action to adopt a resolution after the public hearing. This Hearina The draft maps under consideration (103b and 103c) and proposed sequencing schedules were posted to the District's website on November 9 and are included in this agenda packet. Also, an interactive review map is available on Central San's website at: centralsan.org/pod/proposed-maps. This map allows residents to review the draft maps in detail (including being able to zoom in, zoom out, November 17, 2020 Special Board Meeting Agenda Packet- Page 4 of 63 Page 2 of 17 change to a satellite view base map, and search for a specific address); however, this review map does not enable anyone to draw or change a map. If needed, Mr. Johnson will review the draft maps when he reviews the attached presentation during the meeting. The community and Board Members will be asked to provide input. ATTACHMENTS: 1.
