BAILEY GENERAL MANAGER SUBJECT: HOLD PUBLIC HEARING TO RECEIVE INPUT FROM THE COMMUNITY REGARDING DRAFT BOUNDARY MAPS AND COMPOSITION OF DIVISIONS TO BE ESTABLISHED FOR DIVISION-BASED ELECTIONS PURSUANT TO ELECTIONS CODE SECTION 10010 Background This is the fourth in a series of public hearings to receive input regarding the composition of potential electoral division boundaries as a result of the Board's decision on August 20, 2020 to transition to an area-based election system. The first two hearings held September 3 and 21 were to obtain community input on potential division boundaries. At the third public hearing held October 14, 2020, Central San's demographer, Douglas Johnson, presented five draft maps and received feedback from the community and Board Members to narrow the maps down to a smaller pool and/or request revisions to the draft maps to be brought back at this meeting This Hearing One additional map was developed by the demographer based on Board Member input at the October 14 hearing. This new Map 103c and the earlier five draft maps have been posted to the District's website and are included in this agenda packet. Also, an interactive review map is available on Central San's website at: centralsan.org/pod/proposed-maps. This map allows residents to review the draft maps in detail (including being able to zoom in, zoom out, change to a satellite view base map, and search for a specific address); however, this review map does not enable anyone to draw or change a map. Mr. Johnson will introduce all the draft maps when he reviews the attached presentation during the meeting, and the community and Board Members will be asked to provide input.
