BAILEY, GENERAL MANAGER SUBJECT: RECEIVE UPDATE ON THE MOST RECENT MEETING OF THE BAYAREA CLEAN WATER AGENCIES (BACWA) BACWA Meetings and Upcoming Events: • Last BACWA Executive Board Meeting: October 16, 2020 • Next BACWA Executive Board Meeting: November 20, 2020 • Joint Meeting of BACWA and Regional Water Board: November 30, 2020 Key Discussion: Air Related/Bay Area Air Quality Management District (BAAQMD): There will be a meeting spearheaded by BACWA's Air Committee consultant and BAAQMD upper management in December 2020. It will not be a BACWA Board meeting. Lori Schectel will be one of two BACWA Board members participating in this meeting. The goal of the meeting is to gain a better working relationship between BACWA and BAAQMD. Nutrients: As BACWA develops its strategy to negotiating the third Nutrient Watershed Permit, the Board discussed the Regional Water Board's potential approach to nutrient load caps via the Antidegradation Policy. Per- and polyfluoroalkyl substances (PFAS): BACWA has been working with the San Francisco Estuary Institute on the sampling plan for the regional PFAS study. Sampling will begin in November 2020 as part of the first phase of the regional study. In the representative study, 13 BACWA member agencies' facilities will be participating, including Central San. State Board Vulnerability Assessment Questionnaire: The State Water Board intends to send out a 13267 Letter to publicly owned treatment works across the state on sea level rise and climate change vulnerability. Toxicity: State Board will be considering adoption of the Toxicity Provisions on December 1, 2020. They should be providing responses to comments by October 30, 2020.
