General Manager Written Announcements
AREA-BASED ELECTIONS
1) Public Hearing to be Held November 4, 2020 at 6:00 p.m. to Provide Input on
Draft Boundary Maps for Transition to Area-Based Elections
Central San is transitioning from an at-large election system to an area-based election
system. Under the current at-large election system, all five members of the Board of Directors
are chosen by constituents from the District's entire service area. Under area-based elections,
the District will be divided into five separate election areas—called "divisions"—and voters
residing in each area will select one representative to serve on the Board.
Why is Central San making this change?
In July 2020, a certified letter was received from a Malibu-based law firm asserting that
the District's at-large election system violates the California Voting Rights Act. Central
San is not alone; many special districts, cities, and school districts have received similar
letters in recent years. The letter did not provide any evidence of a violation. However,
based on similar cases in other jurisdictions, litigation over this issue is usually very
expensive – as much as $1 million or more. To avoid this significant cost to customers,
the Board adopted a resolution on August 20, 2020 declaring an intention to transition to
area-based elections.
What has been done so far?
Central San invited all residents of the District to attend public hearings held September 3
and September 21 to provide public input regarding the composition of potential electoral
division boundaries. A third public hearing was held on October 14 to provide input on
the draft maps of potential electoral division boundaries and to discuss the election
sequence.
What is next?
Central San invites all of District residents to attend a public hearing on the following date
to provide input on the draft maps of potential electoral division boundaries and discuss
the election sequence. The maps have been prepared by the demographer based on
feedback gathered at the first three public hearings. Draft maps are published on Central
San's website at centralsan.org.
Wednesday, November 4, 2020, 6:00 p.m.
The November 4 hearing will be held virtually via Zoom and physically in the Central San
Multi-Purpose Room at 5019 Imhoff Place, Martinez. The meeting also will be

livestreamed on our website. Please visit our website at centralsan.org/elections to learn
how you may participate in this meeting.
The fifth and final hearing in this process of transitioning to area-based elections has
been scheduled for Monday, November 16, 2020 at 3:30 p.m. to obtain final public input
before the Board adopts a final by-division map using 2010 Census data.
Will the map be modified when 2020 Census data becomes available?
The short answer is yes. Next summer, after the 2020 Census data for the District's
service area is received, Central San will be holding an additional series of public
hearings to reshape the boundaries to their final form based on the new census data.
The new divisions will be in effect for the 2022 election cycle. Please plan to join us next
summer to help ensure the best representation for all customers.

2) Central San Welcomes New Employee Kathi Molinar, Administrative
Assistant
Kathi Molinar is the new Administrative Assistant in the Collection System Operation
Division, Operations Department, since September 28, 2020. Prior to joining Central San,
Kathi worked for the City of Benicia for 10 years as an Administrative Technician for the
Water, Sewer, Street and Fleet Divisions. As the Administrative Technician, she was
responsible for all administrative related tasks for the respective divisions. Kathi resides
in Benicia and enjoys spending time with her family and friends. We are excited to have
Kathi joining the Central San Collection System Division.

3) General Manager Authorized Contracts, Agreements, Etc. — Third Quarter

The Board has delegated various authorities to the General Manager via Board Policy
No. BP 037 — Delegation of Authority to General Manager, including the authority to enter
into certain agreements and contracts on behalf of the District. Additionally, the Board
has requested an announcement when construction projects have been accepted, which
occurs when the Notice of Completion is recorded with the County Recorder's Office.
Also, the Board has requested notification of certain legal claim settlements. Below is a
recap of each of these items for the period July 1 through September 30, 2020:
