BAILEY, GENERAL MANAGER SUBJECT: GENERAL BOARD DISCUSSION ON THE PUBLIC COMMENT PROCESS FOR TRANSITIONING TO DIVISION-BASED ELECTIONS, AND PROVIDE DIRECTION TO THE DEMOGRAPHER AND STAFF ON REFINEMENTS TO THE DRAFT MAPS This is the first of two opportunities for Board Members to discuss and provide input regarding the five draft maps presented at this meeting, and potentially request additional maps or modifications. It also is an opportunity for Board Members to discuss sequencing of future elections. While there is no requirement for the Board to make decisions on either of these matters at this meeting, this is the appropriate time to initiate the discussion and ask questions of the demographer and special counsel to better insure that the Board will have the information and maps it desires before the next hearing. The second opportunity for the Board to provide input will be at the November 4 public hearing. After that hearing, the Board will be requested to select a single draft map and adopt a potential election sequencing. At that point, only requests for minimal changes to a proposed map would generally be available. The final draft map will be presented at the fifth and last hearing in this process scheduled for Monday, November 16 at 3:30 p.m. After the public hearing, the Board is expected to adopt a final by-division map using 2010 Census data. As the Board is aware, next summer, after the 2020 Census data for the District's service area is received, Central San plans to hold an additional series of public hearings to reshape the division boundaries to their final form based on the new census data.
