BAILEY, GENERAL MANAGER SUBJECT: RECEIVE UPDATE ON THE MOST RECENT MEETING OF THE BAYAREA CLEAN WATER AGENCIES (BACWA) BACWA Meetings and Upcoming Events: • Last BACWA Executive Board Meeting: August 21, 2020 • BACWA Online Pardee Technical Seminar: September 17-18, 2020 • Next BACWA Executive Board Meeting: October 16, 2020 Key Discussion: BACWA approved a contract for a new Regulatory Program Manager, Mary Cousins, who previously worked for Woodward & Curran. Per- and polyfluoroalkyl substances (PFAS): As Region 2 is not included in the State Water Board's 13267 Order for PFAS investigation, San Francisco Estuary Institute (SFE 1) is working with BACWA and the Regional Water Board on a regional study approach. Rebecca Sutton of S F E I presented a draft scope of the study to the BACWA Board. The idea is to help inform a region-wide understanding of PFAS. Funding for the study will come out of BACWA's technical budget. Melissa Foley from S F E I presented an update on Regional Monitoring Program (RMP) activities. The RMP is planning for 2022 and beyond: Contaminants of Emerging Concern monitoring strategy for stormwater, personal care and cleaning product ingredients, and follow up on PFAS. She also discussed microplastics priorities. The RMP's Annual Meeting will take place virtually October 6, 2020 and registration information will be out soon. Toxicity Provisions: BACWA submitted comments on the revised State Board Toxicity Provisions on August 24, 2020. One of the concerns is related to Reasonable Potential Analysis and Toxicity Limits. Nutrients: As we look toward the third Nutrient Watershed Permit, David Senn and other SFEI staff provided an update on technical work related to modeling. BACWA intends to put out an RFP for a technical reviewer of the S F E I modeling documents and reports.
