SUBJECT: REVIEW DRAFT LEASE TERMS FOR USE OF DISTRICT-OWNED
PROPERTY BY CONTRA COSTA TOPSOI L
Contra Costa Topsoil has been leasing a portion of Central San's land (APN 159-140-057) at 5030 Imhoff
Drive, Martinez since 1978. The current lease expired on June 30, 2020, but provided for a five-year
option to extend. All District property requires a public hearing to review if the property is unneeded for
District purposes, prior to executing leases. The subject property was previously declared unneeded
through October 31, 2020.
A four-month extension on the lease was executed with Contra Costa Topsoil with a three percent increase
in order to negotiate the lease terms and for Central San to declare the property unneeded. A public
hearing is scheduled to occur on September 18, 2020 for the Board of Directors' consideration. The lease
terms will be presented for review at the Real Estate, Environmental and Planning Committee on
September 21, 2020.

as "The Topsoil" buffer property, as currently unneeded for District
purposes; and
• Authorizing staff to execute and administer lease agreements for the
property with terms not to exceed ten years.
