Notice This meeting was held in accordance with the Brown Act as in effect under the State Emergency Services Act, the Governor's Emergency Declaration related to COVID-19, and the Governor's Executive Order N-29-20 issued on March 17, 2020 that allowed attendance by Board Members, District staff, and the public to participate and conduct the meeting by teleconference, videoconference, or both. The agenda included instructions for options in which the public could participate in the meeting. Call Meeting to Order Chair Pilecki called the meeting to order at 9:00 a.m. 3. Public Comments None. 4. Agenda Items a. Receive update on the 2020 Pollution Prevention (P2) Awards, including P2 Award Winner, Recycled Water Champions, Water Quality Community Partners and P2 Partners Ms. Schectel reviewed the memorandum included in the agenda material and provided the Committee a summary of the 2020 P2 award winners, which will be presented virtually this year on September 17. In response to a question from Member McGill, Ms. Schectel stated that with the time constraints of the virtual awards, a Board Member would not have time to present; however, staff will investigate the possibility of a pre-recorded message. Chair Pilecki suggested adding recycled water discussions to the elementary school programs. COMMITTEE ACTION: Received the information and provided input to staff. b.* Receive Quarterly Permit Counter Activity Report Ms. Gemmell reviewed the Permit Counter Activity report included in the agenda material. She provided a comparison of partner agencies'permit counter statistics. Chair Pilecki inquired if any of the public interaction was done through Zoom or Microsoft Teams. Ms. Gemmell stated that staff had offered that option to customers, but only some have used those platforms. Ms. Gemmell advised that there were not as many commercial applications in May and June to generate connection fees but believes there are more residential applications or repairs being completed. September 3, 2020 Regular Board Meeting Agenda Packet- Page 163 of 172 Page 4 of 7 Real Estate, Environmental & Planning Committee Minutes August 17, 2020 Page 3 In response to a question from Chair Pilecki, Ms. Gemmell said the inspectors' workloads had increased significantly. It was also noted that all customers, when dealing with staff, have been using the proper personal protection equipment (PPE). COMMITTEE ACTION: Received the report. C. Receive update on San Francisco Estuary Institute (SFEI) Microplastics Ms. Schectel provided an update on Microplastics stating that to move forward, SFEI is looking for funding to complete the manuscript. Under the General Manager's authorization, staff was recommending contributing $7,500, which was included in this year's budget. Member McGill requested another update when information is provided. Chair Pilecki stated he had no issues contributing to the manuscript. COMMITTEE ACTION: Received the information and requested staff to provide an update as noted above. d. Receive update on meeting with Mt. View Sanitary District on potential for consolidation with Central San Mr. Bailey advised that he met with the General Manager Lilia Corona from Mt. View Sanitary District (MVSD) on July 28 and provided a background to her as to why the meeting was arranged. It was noted that following the Local Agency Formation Commission Office (LAFCO) board meeting and the MVSD board meeting, some customers voiced concerns about rates and questioned the possibility of consolidating MVSD with Central San. Mr. Bailey advised the District was open to exploring consolidation but was very mindful of the appearance of a hostile takeover. After the discussion, the MVSD General Manager stated she was going to communicate with her board members and see if they would formally explore speeding up the Municipal Service Review, through LAFCO, scheduled for 2022, to gauge broader consolidation interest. COMMITTEE ACTION: Received the update. 5. Announcements Mr. Bailey advised that it was Deputy General Manager Ann Sasaki's last day at the District, stating she has done a fantastic job and wished her success in her next phase in life. He thanked her for all her hard work and said that she was a tremendous asset to Central San. The Committee concurred.
